01 · DEFINITIONWhat Permanent Tourist means

The Permanent Tourist strategy describes an approach where a person deliberately stays below each country's tax residency threshold by distributing time across multiple jurisdictions. Unlike the Perpetual Traveler who is continuously mobile, a Permanent Tourist may maintain semi-permanent bases in two or more countries while never crossing the threshold — typically 183 days — that would trigger tax residency in any of them. The result is formal non-residence everywhere.
