Step by Step

Step by Step: Your Second Passport through Investment in Vanuatu

The application process for Vanuatu citizenship through the Citizenship by Investment program is clearly structured and efficiently managed with our support. The entire process can be divided into the following steps:

Processing Time

Typically up to 3 months until passport issuance

The figure applies from the submission of a complete application. Our assessment takes the entire process into account: from gathering and verifying all required documents, through the due diligence review by the Vanuatu Financial Intelligence Unit and the processing by the authorities, to the final issuance of the naturalization certificate and passport. We show the longest value from our ongoing applications so that you can plan realistically.

1
First Step

1. Non-binding Quote
& Initial Information

The first step begins with your free, non-binding request for a detailed cost breakdown via the cost calculator above. You provide initial details regarding your family structure, the number of applicants and your objectives.

More Details

Based on this information, we prepare a transparent cost estimate that takes into account all relevant fees, government charges and available investment options.

Objective: to give you a clear overview of the total costs and the overall structure of the process - before you decide whether to proceed.

2
Personal Assessment

2. Personal Initial Assessment
& Collaboration with GoodbyeMatrix

After reviewing the quote, you may raise further questions, and we jointly analyze your objectives, family situation and individual requirements. Based on this, we assess whether the Vanuatu Citizenship by Investment program strategically fits your international setup - legally, fiscally and personally.

More Details

Once a suitable solution has been identified and you decide to proceed with a personal engagement with GoodbyeMatrix, we conduct a structured preliminary due diligence. This allows us to identify potential risks at an early stage (for example, from a compliance perspective) and to clearly inform you about opportunities, feasibility and any possible limitations.

Only upon a positive outcome do you receive formal confirmation to proceed, at which point we officially initiate the application process.

Your advantage: you move forward well prepared and safeguarded - without unnecessary time or cost expenditure.

3
After the Preliminary Review

3. Client Onboarding & Document Preparation

Following a successful preliminary review, you are formally onboarded as a client. The first invoice covers half of the professional fee and the government due diligence fee, and our engagement officially begins.

More Details

Together with you and, where applicable, your family, we compile all required documentation - from identity records and asset documentation to affidavits.

Our experts handle the complete application preparation, including translations, notarizations and consistency checks. Once the file is complete, we formally submit your application to the competent authority in Vanuatu.

Your advantage: you benefit from a carefully prepared application package designed to ensure efficient processing by the authorities, while we handle the administrative workload on your behalf.

4
Official Submission

4. Submission, Due Diligence & Pre-Approval

Upon submission, the official review by the Vanuatu Financial Intelligence Unit (FIU) begins. The government due diligence fee is paid in advance; its amount depends on the chosen investment route and is shown in the cost tiles.

More Details

We coordinate the entire process, communicate with the government and keep you transparently updated at all times.

Once successfully completed, you receive the official pre-approval (Approval in Principle) from the Government of Vanuatu - your green light for the investment.

Your advantage: legal certainty before the investment - you only invest once you have already been approved.

5
After Approval

5. Investment, Oath & Passport Issuance

Following approval, the final investment is made - either through the Development Support Program or through the Citizenship Investment Immigration Plan.

More Details

As soon as the payment is confirmed, the government issues your naturalization certificate.

The oath of allegiance and the mandatory biometric enrolment follow. Both require an in-person appointment in Vanuatu or at an authorized consular location. Your passport is issued afterwards.

Your advantage: you become a full citizen of a sovereign country - with a new passport, travel freedom, asset protection and a genuine Plan B.

“GoodbyeMatrix did not simply help us get a new passport - they opened up a whole new level of sovereignty for us.”

Our new passports from Antigua & Barbuda arrived early this morning - and with them a central milestone on our path to cyber sovereignty.

What sets GoodbyeMatrix apart from other providers is the combination of structure, speed and genuine expertise. From the first call to the final implementation - everything ran smoothly and highly professionally.

Thank you for the support on this path to Flag Theory 3.0. We now feel truly free - global, secure and independent.

“GoodbyeMatrix did not just walk us through the paperwork - they gave us a real sense of control and security.”

Our decision in favor of a second citizenship was driven by the concern of remaining able to act and remaining mobile in an emergency - whether pandemic, war or political unrest. Cyber sovereignty was not a theory for us, it was a necessity.

GoodbyeMatrix - and especially the team around Irish - made this path far easier for us. What at first looked like a document challenge was made solvable in only 3 to 4 weeks through clear structure, weekly checklists and constant support.

We particularly appreciated the transparency and reliability throughout the entire process. Thank you for this sovereign start into our personal Flag Theory 3.0.

★★★★★

“Cyber sovereignty for our family - with GoodbyeMatrix it became reality.”

As parents of four sons, our goal was clear: maximum freedom and protection for our children’s future - especially in view of the looming conscription in Germany. A second citizenship was our strategic plan B.

The path there was complex. Delays caused by German authorities, logistical challenges while we were traveling - it was anything but easy. But this is exactly where GoodbyeMatrix proved to be a real partner: with structured support, updated document checklists and personal guidance, the team led us through every single step.

Without the Sovereign Blueprint and the expertise of GoodbyeMatrix, we would never have been able to take this path so sovereignly and so efficiently. Today we are not only grateful - we are convinced. And we have already recommended GoodbyeMatrix several times.

Case study: the path to a second citizenship - with GoodbyeMatrix

Starting point: Increasing restrictions inside the EU - personally as well as financially - prompted us to look for a strategic way out: a second citizenship as part of our personal Sovereign Blueprint.

Challenge: Entering through the program in Grenada turned out to be bureaucratically demanding. Requirements, documents, processes - the reality was more complex than we had thought. In the end we decided to switch to Dominica.

Solution with GoodbyeMatrix: The team provided us with a structured checklist, accompanied certifications and translations, and answered every question quickly and competently. That support was the decisive difference between frustration and progress for us.

Room for improvement: The change of program was briefly bumpy in terms of communication - but it was quickly offset by clarity and efficiency in everything that followed.

Conclusion: Despite the hurdles: the value for money, the expertise in the field of Citizenship by Investment and the operational support convinced us. Anyone looking for reliable partners on the path to cyber sovereignty will find them at GoodbyeMatrix.

Security in uncertain times - to a second citizenship with GoodbyeMatrix

In a world full of economic uncertainty, geopolitical tension and growing risks, our decision was clear: we needed a plan B - and with it a second citizenship as a strategic building block of our cyber sovereignty.

What we expected: bureaucracy, language barriers and uncertainty. What we got: structure, clarity and an excellently organized team that accompanied us through the entire process.

What makes GoodbyeMatrix special:

Real closeness: The WhatsApp group was not lip service - we got answers quickly and directly, often within a few minutes.

Reliable structure: The English-language application process was never an obstacle thanks to German-language support. Every step was explained understandably.

Maximum efficiency: From collecting the documents to filing the application - everything ran smoothly.

We did not feel like a “customer” - but like partners on the path to Flag Theory 3.0. We would choose GoodbyeMatrix again at any time - and recommend them without reservation.

★★★★★

A strategic family decision: to cyber sovereignty with GoodbyeMatrix

For our family, acquiring a second citizenship was not a “nice to have” - it was a deliberate step toward security, freedom of action and future sovereignty. The reasons were clear: protection from conscription for our son. Freedom to travel for our mother-in-law. And a stable plan B for all of us.

Despite our previous experience with naturalization procedures, one thing quickly became clear: without GoodbyeMatrix the effort would have been incomparably higher.

What made the difference:

WhatsApp support in real time: no long waiting times, no standard answers - instead direct, competent guidance.

Translations & formalities? Taken off our hands completely.

The sovereign process: every step was well thought through, clear, smooth.

One concrete suggestion for improvement from our side: a visualized timeline at the start that makes the waiting phases transparent. Apart from that? Perfect execution and a full recommendation.

★★★★★

“A decision for our children’s future - and the most sovereign plan B one can have”

We deliberately decided on a second citizenship through the Citizenship by Investment program in Antigua & Barbuda - not only as security for our children, but as a strategic step toward cyber sovereignty. With the Sovereign Blueprint, GoodbyeMatrix gave us a clear structure that made the entire process plannable and manageable.

Thanks to the detailed checklists and the strong support from the team, putting the documents together was considerably easier than we had thought. Of course - it was work, but not hurdles that make you fail.

Particularly helpful: the WhatsApp support, which made quick responses possible, and the clear payment processes - transparent, efficient, trustworthy. Even under time pressure we felt safe. The GoodbyeMatrix team gave us the feeling of being in the best hands.

We recommend GoodbyeMatrix without reservation - anyone who wants to realize their personal plan B gets far more than advice here. You get a system, a strong network and the good feeling of being prepared - for whatever may come.

Frequently Asked Questions

Key Information at a Glance.

How long does it take to obtain Vanuatu citizenship by investment?

Plan for up to 3 months from the submission of a complete application until you hold the passport in your hands.

The largest share of that time goes to the due diligence review by the Vanuatu Financial Intelligence Unit (FIU), which examines assets, documents and family background.

The application is prepared and submitted remotely. The mandatory biometric enrolment requires an in-person appointment.

Which investment options are available?

To obtain citizenship you choose one of the two authorized investment pathways:

  • Development Support Program (DSP): non-refundable contribution from 130,000 USD for a single applicant, 150,000 USD for 2 persons, 165,000 USD for 3 persons and 180,000 USD for 4 persons. From the fifth person, 10,000 USD is added per person.

  • Citizenship Investment Immigration Plan (CIIP): contribution of 115,000 USD plus government fees of 50,000 USD. From the fifth person, 25,000 USD is added per person. This route has a holding period of 5 years.

In addition, the government due diligence fee applies, along with per-person fees for birth registration, the national ID card and biometric enrolment. The exact amount depends on your family profile. You receive the matching estimate through the cost calculator on this page.

Which additional fees apply per person?

Alongside the contribution, we include the following per-person items:

  • Registration of birth: 500 USD

  • National ID card: 500 USD

  • Biometric enrolment including government and consulate fees: 2,000 USD

If a non-applicant sponsor is involved, a one-time sponsor fee of 5,000 USD is added. If you pay the DSP contribution directly in Vanuatu, the local value added tax of 15% applies to it.

What are the benefits of the Vanuatu Citizenship by Investment Program?

Vanuatu combines global mobility, a simple tax system and discreet implementation.

The key benefits at a glance:

  • Visa-free travel to 93 countries, including Singapore, Hong Kong, Malaysia, the Philippines and Russia

  • Entry from 130,000 USD through the Development Support Program

  • Application without any residency requirement; only the biometric enrolment requires an in-person appointment

  • 10 years of passport validity for adults

  • Vanuatu levies no personal income tax. Whether that creates a tax advantage always depends on your personal situation.

This makes Vanuatu one of the fastest and most discreet routes to a legal second citizenship.

What is the minimum investment?

The entry point is 130,000 USD as a contribution to the Development Support Program. For the Citizenship Investment Immigration Plan the recorded contribution is 115,000 USD plus government fees of 50,000 USD.

Do I have to prove a minimum level of assets?

Yes. Applicants must demonstrate verifiable net assets of at least 250,000 USD. We also review the origin and the documentary evidence of those funds before the application is submitted.

Who qualifies as the main applicant in the CBI program?

To qualify as a main applicant, you must meet the following criteria:

  • Clean record: a current police clearance certificate showing no criminal record

  • Financial stability: verifiable net assets of at least 250,000 USD

  • Documented source of the funds used for the required investment

Whether a specific person qualifies as the main applicant is reviewed individually before the application, and we tell you early whether an application is possible.

Applications must be submitted through an authorized agency. We handle that for you.

Can family members be included in the application?

The following relatives can be included as dependants:

  • Spouse of the main applicant

  • Children under 18 years of age

  • Children between 18 and 25 who are in full-time education and live with or are dependent on the main applicant

  • Parents and parents-in-law over 50 who live with the main applicant and are dependent on them

Whether a specific person can be included is reviewed individually before the application.

Do I have to travel to Vanuatu in person?

The application itself is prepared and submitted entirely remotely. A trip to Vanuatu is not required for that.

The mandatory biometric enrolment does require an in-person appointment. It takes place in Vanuatu or at an authorized consular location. We discuss the option that suits you best personally.

Do I have to live in Vanuatu to obtain citizenship?

No. There is no residency requirement, neither before nor after naturalization.

Am I allowed to hold other citizenships alongside the Vanuatu one?

Vanuatu permits unrestricted dual citizenship. Under the Citizenship Act you can keep all your existing nationalities. The rules of every nationality you already hold must be reviewed as well.

How long is the passport valid?

The passport is valid for 10 years for adults. For children under the age of 18 it is issued with a validity of 5 years. After that the passport is reissued.

Can I pass citizenship on to my children?

Yes. Citizenship acquired through the program can be passed on to descendants, provided they are correctly registered. Registration fees apply; we state the current amount in your personal cost breakdown.

What documents are required?

The typical documents include:

  • Passport and birth certificate

  • Certified copy of the national identity card

  • Police clearance certificate and medical certificate

  • Proof of assets and source of funds

  • Marriage certificate and birth certificates of children, if applicable

  • Detailed CV and passport photo

We provide a complete checklist and handle translations and notarizations.

Can I submit the application directly to the government?

No. The government does not accept direct applications. The application goes through an authorized agency. We handle the entire application process for you.

Is the application form available online?

No. The official application form is submitted exclusively through registered agencies. We provide all necessary forms and guide you through completing them.

Are there restricted nationalities under the Vanuatu CBI program?

Applicants with certain nationalities or places of birth are subject to exclusions, restrictions or enhanced due diligence. Both nationality and place of birth are checked. Which countries this currently affects is reviewed individually before every application, and we tell you early whether an application is possible.
