What Does the Citizenship Cost?

The Dominica Citizenship by Investment Program is based on Section 20 of the Commonwealth of Dominica Citizenship Act. This legislation provides the legal framework for the lawful acquisition of Dominican citizenship by qualified investors. It was established to foster sustainable economic development, specifically in the education, healthcare and energy sectors.

The entire process is digital and can be completed without any physical presence in Dominica. Following a successful background check (due diligence), you may choose between two authorized investment pathways:

Step by Step

Step by Step: Your Second Passport through Investment in Dominica

The application process for Dominica citizenship through the Citizenship by Investment program is clearly structured and efficiently managed with our support. The entire process can be divided into the following steps:

Processing Time

Typically up to 10 months until passport issuance

The figure applies from the submission of a complete application. Our assessment takes the entire process into account: from gathering and verifying all required documents and the due diligence phase, to the processing by the authorities and the final issuance of the naturalization certificate and passport. Official communication states 3 months to approval in principle. We show the longest value from our ongoing applications so that you can plan realistically.

1
First Step

1. Non-binding Quote
& Initial Information

The first step begins with your free, non-binding request for a detailed cost breakdown via the cost calculator above. You provide initial details regarding your family structure, the number of applicants and your objectives.

More Details

Based on this information, we prepare a transparent cost estimate that takes into account all relevant fees, government charges and available investment options.

Objective: to give you a clear overview of the total costs and the overall structure of the process - before you decide whether to proceed.

2
Personal Assessment

2. Personal Initial Assessment
& Collaboration with GoodbyeMatrix

After reviewing the quote, you may raise further questions, and we jointly analyze your objectives, family situation and individual requirements. Based on this, we assess whether the Dominica Citizenship by Investment program strategically fits your international setup - legally, fiscally and personally.

More Details

Once a suitable solution has been identified and you decide to proceed with a personal engagement with GoodbyeMatrix, we conduct a structured preliminary due diligence. This allows us to identify potential risks at an early stage (for example, from a compliance perspective) and to clearly inform you about opportunities, feasibility and any possible limitations.

Only upon a positive outcome do you receive formal confirmation to proceed, at which point we officially initiate the application process.

Your advantage: you move forward well prepared and safeguarded - without unnecessary time or cost expenditure.

3
After the Preliminary Review

3. Client Onboarding & Document Preparation

Following a successful preliminary review, you are formally onboarded as a client. The initial retainer (from USD 10,000) is paid and our engagement officially begins.

More Details

Together with you and, where applicable, your family, we compile all required documentation - from identity records and asset documentation to affidavits.

Our experts handle the complete application preparation, including translations, notarizations and consistency checks. Once the file is complete, we formally submit your application to the competent authority in Dominica.

Your advantage: you benefit from a carefully prepared application package designed to ensure efficient processing by the authorities, while we handle the administrative workload on your behalf.

4
Official Submission

4. Application Submission & Payment of Government Fees

Following the final review, your application is formally submitted to the Government of Dominica. This marks the start of the official processing by the Citizenship by Investment Unit (CBIU).

More Details

At this stage, the second retainer becomes due, along with the applicable government fees, including due diligence fees and processing charges. We ensure that all payments are executed accurately and within the required timeframes.

While the authorities review your application, we actively manage the process, respond to any inquiries from the CBIU and keep you informed of all progress.

Upon successful completion of due diligence, you receive the official Government Pre-Approval.

Your advantage: you can now proceed with confidence to the next step - fulfilling the investment requirement, whether by contributing to the EDF or purchasing an approved property.

5
After Approval

5. Investment, Naturalization & Passport Issuance

Following receipt of official government approval, the final investment is made - either through the non-refundable contribution to the Economic Diversification Fund (EDF) or through investment in an approved real estate project.

More Details

Once the investment is confirmed, the Certificate of Naturalization is issued and you officially become a citizen of Dominica.

Within a few weeks of naturalization, your passport is issued and securely delivered - either in person or, upon request, via a secured courier.

Your advantage: you hold your Caribbean second passport in your hands - benefiting from new opportunities in freedom, mobility and asset protection.

“GoodbyeMatrix did not simply help us get a new passport - they opened up a whole new level of sovereignty for us.”

Our new passports from Antigua & Barbuda arrived early this morning - and with them a central milestone on our path to cyber sovereignty.

What sets GoodbyeMatrix apart from other providers is the combination of structure, speed and genuine expertise. From the first call to the final implementation - everything ran smoothly and highly professionally.

Thank you for the support on this path to Flag Theory 3.0. We now feel truly free - global, secure and independent.

“GoodbyeMatrix did not just walk us through the paperwork - they gave us a real sense of control and security.”

Our decision in favor of a second citizenship was driven by the concern of remaining able to act and remaining mobile in an emergency - whether pandemic, war or political unrest. Cyber sovereignty was not a theory for us, it was a necessity.

GoodbyeMatrix - and especially the team around Irish - made this path far easier for us. What at first looked like a document challenge was made solvable in only 3 to 4 weeks through clear structure, weekly checklists and constant support.

We particularly appreciated the transparency and reliability throughout the entire process. Thank you for this sovereign start into our personal Flag Theory 3.0.

★★★★★

“Cyber sovereignty for our family - with GoodbyeMatrix it became reality.”

As parents of four sons, our goal was clear: maximum freedom and protection for our children’s future - especially in view of the looming conscription in Germany. A second citizenship was our strategic plan B.

The path there was complex. Delays caused by German authorities, logistical challenges while we were traveling - it was anything but easy. But this is exactly where GoodbyeMatrix proved to be a real partner: with structured support, updated document checklists and personal guidance, the team led us through every single step.

Without the Sovereign Blueprint and the expertise of GoodbyeMatrix, we would never have been able to take this path so sovereignly and so efficiently. Today we are not only grateful - we are convinced. And we have already recommended GoodbyeMatrix several times.

Case study: the path to a second citizenship - with GoodbyeMatrix

Starting point: Increasing restrictions inside the EU - personally as well as financially - prompted us to look for a strategic way out: a second citizenship as part of our personal Sovereign Blueprint.

Challenge: Entering through the program in Grenada turned out to be bureaucratically demanding. Requirements, documents, processes - the reality was more complex than we had thought. In the end we decided to switch to Dominica.

Solution with GoodbyeMatrix: The team provided us with a structured checklist, accompanied certifications and translations, and answered every question quickly and competently. That support was the decisive difference between frustration and progress for us.

Room for improvement: The change of program was briefly bumpy in terms of communication - but it was quickly offset by clarity and efficiency in everything that followed.

Conclusion: Despite the hurdles: the value for money, the expertise in the field of Citizenship by Investment and the operational support convinced us. Anyone looking for reliable partners on the path to cyber sovereignty will find them at GoodbyeMatrix.

Security in uncertain times - to a second citizenship with GoodbyeMatrix

In a world full of economic uncertainty, geopolitical tension and growing risks, our decision was clear: we needed a plan B - and with it a second citizenship as a strategic building block of our cyber sovereignty.

What we expected: bureaucracy, language barriers and uncertainty. What we got: structure, clarity and an excellently organized team that accompanied us through the entire process.

What makes GoodbyeMatrix special:

Real closeness: The WhatsApp group was not lip service - we got answers quickly and directly, often within a few minutes.

Reliable structure: The English-language application process was never an obstacle thanks to German-language support. Every step was explained understandably.

Maximum efficiency: From collecting the documents to filing the application - everything ran smoothly.

We did not feel like a “customer” - but like partners on the path to Flag Theory 3.0. We would choose GoodbyeMatrix again at any time - and recommend them without reservation.

★★★★★

A strategic family decision: to cyber sovereignty with GoodbyeMatrix

For our family, acquiring a second citizenship was not a “nice to have” - it was a deliberate step toward security, freedom of action and future sovereignty. The reasons were clear: protection from conscription for our son. Freedom to travel for our mother-in-law. And a stable plan B for all of us.

Despite our previous experience with naturalization procedures, one thing quickly became clear: without GoodbyeMatrix the effort would have been incomparably higher.

What made the difference:

WhatsApp support in real time: no long waiting times, no standard answers - instead direct, competent guidance.

Translations & formalities? Taken off our hands completely.

The sovereign process: every step was well thought through, clear, smooth.

One concrete suggestion for improvement from our side: a visualized timeline at the start that makes the waiting phases transparent. Apart from that? Perfect execution and a full recommendation.

“A decision for our children’s future - and the most sovereign plan B one can have”

We deliberately decided on a second citizenship through the Citizenship by Investment program in Antigua & Barbuda - not only as security for our children, but as a strategic step toward cyber sovereignty. With the Sovereign Blueprint, GoodbyeMatrix gave us a clear structure that made the entire process plannable and manageable.

Thanks to the detailed checklists and the strong support from the team, putting the documents together was considerably easier than we had thought. Of course - it was work, but not hurdles that make you fail.

Particularly helpful: the WhatsApp support, which made quick responses possible, and the clear payment processes - transparent, efficient, trustworthy. Even under time pressure we felt safe. The GoodbyeMatrix team gave us the feeling of being in the best hands.

We recommend GoodbyeMatrix without reservation - anyone who wants to realize their personal plan B gets far more than advice here. You get a system, a strong network and the good feeling of being prepared - for whatever may come.

Frequently Asked Questions

Key Information at a Glance.

How long does it take to obtain Dominica citizenship by investment?

Plan for up to 10 months from the submission of a complete application until you hold the passport. Official communication states 3 months to approval in principle.

The majority of this period is dedicated to due diligence, during which financial assets, documents and family backgrounds are verified.

Citizenship is granted entirely remotely and without a residency requirement following a successful due diligence process and proof of investment.

What investment options are available?

To obtain citizenship you select one of the two authorized investment pathways:

  • Non-refundable contribution to the Economic Diversification Fund (EDF): from 200,000 USD for a single applicant, 250,000 USD for a family of up to four persons.

  • Real estate purchase in a government-approved project: currently 220,000 USD investment, plus government fees of 75,000 USD for a single applicant or 100,000 USD for a family of up to four persons.

In addition, government fees and due diligence costs apply. The exact amount depends on your family structure and the age of the co-applicants. The cost calculator on this page shows the matching estimate.

What are the benefits of the Dominica Citizenship by Investment Program?

The program is one of the most established (since 1993) and cost-effective CBI programs in the world. It allows investors and their families to legally obtain citizenship, including full rights.

The key benefits at a glance:

  • Visa-free travel to 145 countries, including the Schengen Area, China, Singapore and Hong Kong

  • B-1/B-2 US visitor visa, allowing stays of up to 180 days per year

  • Entry from 200,000 USD through the Economic Diversification Fund

  • 100% remote process with no physical presence required

  • Annual rental yields of 2% to 5%, depending on the project and tourist occupancy, when investing in approved real estate

  • Dominica taxes on a residence basis. Whether this results in a tax advantage always depends on your personal situation.

Dominica therefore offers a proven CBI program for internationally minded families.

What is the minimum investment?

The entry point starts at 200,000 USD as a contribution to the Economic Diversification Fund. For the real estate route, the currently recorded project starts at 220,000 USD investment plus government fees.

Which real estate can be purchased under the Dominica CBI Program?

Only government-approved real estate projects are eligible for the CBI program, primarily hotels, resorts, apartments and villas.

  • Purchase of shares, apartments or villas is possible

  • Resale is permitted after 3 years

  • Resale after 5 years is recommended, as the buyer is then also CBI-eligible

  • Annual rental yields of 2% to 5%, depending on the project and tourist occupancy

We discuss the project we currently recommend with you personally.

Who qualifies as the main applicant in the CBI Program?

Under the Commonwealth of Dominica Citizenship Act, any person can become a citizen who:

  • is at least 18 years of age

  • has no criminal record (excluding minor offenses)

  • declares in writing not to make a name change within 5 years of naturalization (except through marriage)

  • is prepared to fully complete the legally required investment

Excluded are applicants with a serious criminal record or an ongoing investigation, applicants who have previously been denied citizenship or a visa, applicants considered a security risk, and applicants who provided false information in their application.

Applications must be submitted to the Citizenship by Investment Unit (CBIU) through a government-authorized agent.

Can family members be included in the same application?

The following dependent family members can be included in the application:

  • Spouse of the main applicant

  • Children under 18 (biological or adopted)

  • Children aged 18 to 30 who are enrolled in a recognized institution of higher learning and are fully supported by the main applicant or spouse

  • Unmarried daughters under 25 who live in the household and are fully supported

  • Children aged 18 and over with a physical or mental disability who are fully supported

  • Parents or grandparents aged 65 and over of the applicant or spouse, provided they are substantially supported

Whether a specific person can be included is reviewed individually before the application.

Can I add family members later?

Yes. A spouse, children under 18, children aged 18 to 30 in recognized education with financial dependency, unmarried daughters under 25 in the household, children aged 18 and over with a disability, and parents or grandparents aged 65 and over with financial dependency can be added later.

The application is also submitted to the Citizenship by Investment Unit (CBIU) through an authorized agent. Additional fees apply, the amount of which depends on the number and age of the family members being added. Please contact us directly.

Do I need to travel to Dominica in person?

No. A trip to Dominica is not required for the application. The entire process can be handled completely remotely and digitally.

Do I need to reside in Dominica to obtain citizenship?

No. There is no residency requirement, neither before nor after naturalization.

Can I hold other citizenships in addition to Dominica?

Dominica allows unrestricted dual citizenship. Under the Commonwealth of Dominica Citizenship Act you are permitted to retain all existing citizenships. The rules of every citizenship you already hold need to be checked as well.

How long is the passport valid?

The passport is valid for 10 years. For children a shorter validity applies; the passport is then reissued.

Can I pass the citizenship on to my children?

Yes. Both the Constitution of the Commonwealth of Dominica and the Citizenship Act allow citizenship to be passed on by descent, even if the birth occurs abroad. At least one parent must be a Dominican citizen at the time of birth.

Which documents are required?

The typical documentation includes:

  • Passport and birth certificate

  • Police clearance certificate and medical health certificate

  • Proof of wealth and source of funds

  • Proof of address and proof of marital status

  • Letters of recommendation and, if applicable, affidavits

Can I apply directly to the government?

No. The government does not accept direct applications. All submissions must be channeled through an accredited and authorized agent. We manage the entire application process on your behalf.

Is the application form available online?

No. The official application forms are issued by the Citizenship by Investment Unit (CBIU) to registered and authorized agents only. We provide you with all necessary forms and guide you through completing them.

Are there any restricted nationalities in the CBI Program?

For applicants with certain nationalities or places of birth, exclusions, restrictions or enhanced due diligence apply. We check which countries are currently affected before every application and tell you early whether an application is possible.
