The Portugal Golden Visa is a residence by investment program that grants legal residency in Portugal through capital deployment. Launched in late 2012, it has attracted more than 13,000 applicants who have collectively invested over EUR 7 billion. The majority of this capital has flowed into real estate, with growing participation in investment funds across various sectors.
The program operates on minimal physical presence logic. Investors are required to spend only 35 days in Portugal over five years. This structure separates legal residency status from continuous physical residence. You maintain residency rights while spending most of your time elsewhere.
Qualification is based on financial contribution. The minimum investment threshold begins at EUR 200,000. Once approved, you receive residence authorization that provides access to the Schengen Area. The residency permit functions as your operational anchor for business, banking, and eventual permanent status.
After completing five years of residency, you become eligible to apply for permanent residency. Citizenship pathways open after permanent residency is secured. EU and CPLP citizens can apply for citizenship after 5–6 years total; all other nationalities require 10 years. The citizenship application itself adds approximately one additional year to the timeline.
Portugal permits dual and multiple citizenship. Once naturalized, you hold a passport with visa-free or visa-on-arrival access to 187 countries. Your original citizenship remains intact unless your home country prohibits dual nationality.
Qualification is structured across five primary investment routes. Each route establishes a distinct contribution threshold and compliance obligation. You select one route and fulfill its requirements completely.
Capital transfer routes:
Business and employment routes:
Low population density reductions: All monetary thresholds and job creation requirements decrease by 20% when investments are directed toward regions with fewer than 100 inhabitants per square kilometer or GDP per capita below 75% of the national average. This applies across all five routes.
Physical presence obligation: You must complete a minimum of 35 days of physical presence in Portugal over the full five-year residency period. This breaks down to an average of 7 days per year. Presence is cumulative, not required annually in equal intervals.
Family inclusion: Your spouse or legally recognized partner qualifies for dependent residency. Dependent children (under 18, or under 26 if enrolled in higher education) are eligible. Parents and parents-in-law may be included if financially dependent on the main applicant.
Clean background requirement: You must provide a criminal record certificate from your country of citizenship and from any country where you have resided for more than one year in the past five years. Convictions for serious crimes disqualify you from the program.
Health insurance: You must hold valid health insurance covering your stay in Portugal. Coverage can be provided by Portuguese insurers or international providers recognized in Portugal.
Investment maintenance: Your selected investment must remain active and compliant throughout the initial five-year residency period. Sale, liquidation, or reduction below the threshold before this period ends terminates your residency authorization.
The Portugal Golden Visa provides immediate freedom of movement within the entire Schengen Area upon approval. This access covers 27 European countries without additional visas or border controls. You can travel, conduct business, and establish operational presence across the zone using your residency authorization.
The program's 35-day presence requirement over five years separates residency status from continuous physical location. You maintain legal residency while spending the majority of your time outside Portugal. This structure allows you to manage international operations, maintain your home base, or travel extensively without jeopardizing your status.
Family inclusion extends across three or more generations in a single application. Your spouse, dependent children, and financially dependent parents or parents-in-law all receive residency authorization. Each family member gains the same Schengen mobility and timeline toward permanent status that you do.
Portugal's dual and multiple citizenship policy means you retain your original nationality after naturalization. You add Portuguese citizenship to your existing passport rather than replacing it. This preserves your home country rights, banking relationships, and professional licenses while adding EU citizenship benefits.
The pathway to EU citizenship and permanent settlement rights across all 27 EU member states opens after completing the residency timeline. Once naturalized, you gain the right to live, work, and establish businesses in any EU country without separate permits. Your Portuguese passport provides visa-free or visa-on-arrival access to 187 countries globally.
Portugal offers lower cost of living compared to other Western European jurisdictions. Housing, healthcare, education, and day-to-day expenses remain significantly below levels in Germany, Austria, Switzerland, and the UK. This cost advantage applies whether you maintain a secondary residence or establish your primary base in Portugal.
The country's security profile ranks among the highest in Europe. Portugal consistently appears in the top tier of global peace and safety indices. Political stability, low crime rates, and robust legal institutions reduce operational and personal risk for internationally mobile entrepreneurs and their families.
Portugal's Atlantic climate provides mild winters and warm summers across most of the country. Coastal regions benefit from moderate year-round temperatures. Southern areas experience Mediterranean conditions with extended sunshine periods. This climate advantage contrasts sharply with Central European winters and supports year-round outdoor activity.
Business access to major European and Lusophone markets functions through Portugal's geographic and cultural positioning. The country serves as a gateway to EU commerce, CPLP (Community of Portuguese Language Countries) networks spanning Brazil and Africa, and emerging Atlantic trade corridors. This access layer compounds when combined with your Schengen mobility rights.
After completing five years of residency, you become eligible to apply for permanent residency. Once permanent residency is received, you may immediately submit your citizenship application. The citizenship application process adds approximately one additional year to your total timeline.
EU citizens and citizens of CPLP member states reach citizenship eligibility after 5–6 years total. All other nationalities require 10 years of residency before citizenship eligibility opens.
You must pass a Portuguese language test to obtain citizenship. This requirement applies to all applicants regardless of origin country or investment route.
Portugal permits dual and multiple citizenship. Whether you can retain your existing citizenship depends on your home country. Consult us as your specialist before proceeding.
The Agency for Migration and Asylum Integration administers all applications under the Portugal Golden Visa program.
The program operates under Article 90-A, Paragraph 2 of the Aliens Act, in conjunction with Article 63, Paragraphs 1 and 3, and Article 65-E of Regulatory Decree No. 84/07 (dated 05/11).
The minimum capital commitment for Portugal's Golden Visa depends on your investment category. The lowest entry point is €200,000 for artistic production or cultural heritage recovery and maintenance.
Other capital thresholds include €250,000 for cultural heritage projects, €500,000 for business incorporation or capital increase, and €500,000 for investment funds, venture capital funds, or research activities.
All capital amounts are one-time payments transferred directly to the qualifying project, entity, or fund. The capital must remain deployed for the duration specified by your investment category, typically 3 years minimum for business structures.
Reduced thresholds apply if you invest in low population density areas (fewer than 100 inhabitants/km² or GDP per capita below 75% of the national average). These reductions cut all listed amounts by 20 percent, lowering the cultural heritage minimum to €160,000 and the business investment threshold to €400,000.
Payment is non-refundable once the capital transfer is executed and verified by Portuguese authorities. The capital must originate from a legitimate source and be fully documented through your source-of-funds submission during residency processing.
Most people live where they were born. Not where it makes strategic sense. They choose a country. Sovereign individuals build a setup.
A strong international setup considers:
Not just a visa.
In the strategy call, we evaluate which residency programs make strategic sense - and which ones could limit you long-term, create unnecessary obligations, or lead to avoidable tax exposure.
Build an international setup that gives you options - not dependencies.
