What you need to qualify

Applicants must first satisfy a preliminary work experience and age condition: you must have either worked for at least 15 years (inside or outside the UAE), or be aged 55 or older at the time of retirement. This threshold applies to all applicants regardless of which financial pathway you choose.

After meeting the baseline condition, you must demonstrate financial capacity through one of four distinct routes. Each route has specific documentation requirements and thresholds that must be satisfied in full.

  • Property Route: Own property in the UAE valued at a minimum of AED 1,000,000. The property must meet Dubai Land Department criteria where applicable. You must provide the title deed for Dubai property or properties totaling at least AED 1,000,000 in your name (or in the name of a 100% applicant-owned company). The property must be fully paid, or if mortgaged, at least AED 1,000,000 must have been paid to date. Off-plan properties are not eligible. Multiple properties can be combined to meet the threshold. DIFC-titled properties follow a separate procedure.
  • Savings Route: Maintain financial savings of at least AED 1,000,000 in a 3-year fixed deposit with a UAE-based bank. You must provide proof of retirement (an end-of-service letter or social services letter) and a bank letter stamped in Arabic from the UAE bank confirming the 3-year fixed deposit, stating that funds are secured and addressed to GDRFA.
  • Income Route: Demonstrate a monthly income of AED 20,000 (or AED 15,000 if applying specifically in Dubai). Acceptable documentation includes a pension letter, an employer letter, or other evidence of sustainable income. You must also provide a Dubai-based bank statement showing a minimum deposit of AED 15,000 monthly or AED 180,000 annually over the last 6 months, stamped by the bank.
  • Combined Savings & Property Route (Dubai only): Own property with a title deed or deeds totaling at least AED 500,000, plus maintain savings of at least AED 500,000 in a 3-year fixed deposit with a UAE bank. You must provide a bank letter in Arabic addressed to GDRFA confirming that the funds are secured in the fixed deposit.

All financial documentation must be stamped by the relevant institution. Bank letters must be in Arabic and addressed to GDRFA. Property ownership must be fully documented through official title deeds. The income route requires both proof of the income source and a 6-month banking history demonstrating consistent deposits. The combined route is available only in Dubai and allows you to split the financial threshold between property equity and liquid savings in equal proportions.

How the path to citizenship works

What minimum capital commitment is required

The property must be fully paid or mortgaged with at least AED 1,000,000 already paid toward the mortgage. Multiple properties can be combined to meet this threshold. The property must not be off-plan and must hold a title deed in your name or in a 100% applicant-owned company.

If you qualify via the Savings Route, you must place AED 1,000,000 in a 3-year fixed deposit with a UAE-based bank. The funds remain locked for the full 3-year duration. You must provide a stamped bank letter in Arabic confirming the deposit and addressing it to GDRFA (General Directorate of Residency and Foreigners Affairs).

If you qualify via the Income Route, there is no capital deposit requirement. Instead, you must demonstrate monthly income of AED 20,000 (AED 15,000 in Dubai) and maintain a minimum bank balance, AED 180,000 yearly (AED 15,000 monthly average) over the last 6 months in a Dubai-based bank account, verified by bank stamp.

The Combined Savings & Property Route (Dubai only) allows you to split the requirement: hold property with a title deed valued at least AED 500,000 plus place AED 500,000 in a 3-year fixed deposit with a UAE bank. Both components together satisfy the capital threshold.

What level of income you need to show

In addition to income proof, you must maintain a Dubai-based bank account showing a minimum deposit of AED 15,000 monthly, or AED 180,000 yearly over the last 6 months. The bank statement must be stamped by the bank and demonstrates that your declared income is actually flowing into a UAE banking system.

All income documentation must be stamped and certified by the bank before submission to the General Directorate of Residency and Foreigners Affairs (GDRFA). Unstamped or unverified documents will not satisfy the requirement.

How to prove your financial means

Second, request a stamped bank letter in Arabic directly from your UAE bank confirming you hold a 3-year fixed deposit with funds secured and addressed to GDRFA (General Directorate of Residency and Foreigners Affairs).

Income Route Documentation

Provide proof of ongoing income in the form of a pension letter, employer letter, or documented evidence of sustainable income sources. Alongside this, submit a Dubai bank statement stamped by the bank showing regular monthly deposits over the preceding 6 months. The statement itself serves as your verification of consistent financial capacity.

Combined Savings & Property Route (Dubai Only)

You need two separate documents. Present your title deed or deeds showing property ownership, then request a stamped bank letter in Arabic from a UAE bank addressed to GDRFA confirming your fixed deposit is held and funds are secured.

Bank Verification Requirements

All financial documentation must be stamped and certified by the bank that holds your account or property records. Letters must be issued on the bank's official letterhead and addressed specifically to GDRFA where required. Bank statements used for income verification must display the official bank stamp confirming authenticity.

No self-declarations or unverified bank statements are accepted. The 3-year fixed deposit requirement means funds must be formally locked in a time-bound account; liquid savings in a standard account do not qualify under the Savings Route.
