ST. LUCIA Citizenship by Investment Program
GoodbyeMatrix is your leading international expert for the St. Lucia Citizenship by Investment program.
St. Lucia
St. Lucia is an English-speaking island nation in the eastern Caribbean, known for the Pitons, its rainforests and its volcanic beaches.
As a neutral, secure and economically stable state within the Commonwealth, St. Lucia combines a high quality of life with a sought-after citizenship - a solid plan B for internationally minded families and investors.
The St. Lucia Passport: Globally Recognized and Strategically Valuable
The St. Lucia passport provides visa-free access to 144 countries worldwide, including the entire European Schengen Area, Hong Kong, Singapore and the CARICOM region. Russia is reachable with an e-visa.
The passport offers a wide range of strategic benefits:
- Account opening at crypto exchanges such as Binance or Kraken
- Eligibility for a local driver's license
- Simplified application process for a B-1/B-2 US visitor visa
- Freedom of movement within the 7 OECS member states (Organisation of Eastern Caribbean States)
- Simplified residency options across the 15 CARICOM nations
- Unrestricted dual citizenship under the Constitution of 1979
- 10 years of passport validity for adults

Ideal for international investors who:
- Are seeking a Caribbean second passport with a strong travel profile.
- Wish to acquire citizenship without relocating to the Caribbean.
- Prefer one clearly regulated route instead of a catalogue of options.
- Want a family solution reviewed for children, parents or minor siblings.

What Does the Citizenship Cost?
St. Lucia has exactly one investment route that we calculate: the contribution to the National Economic Fund. Our cost calculator shows the matching estimate for your specific family profile.
The legal basis of the St. Lucia Citizenship by Investment Program is Section 14 of the Citizenship by Investment Act of 2015. The act and the regulations issued under it govern how qualified investors lawfully acquire St. Lucian citizenship.
We prepare the application digitally and file it through a government-authorised agent with the Citizenship by Investment Unit (CIU). After a successful background check (due diligence), you make the contribution to the National Economic Fund:

Step by Step: Your Second Passport through Investment in St. Lucia
The application process for St. Lucia citizenship through the Citizenship by Investment program is clearly structured and efficiently managed with our support. The entire process can be divided into the following steps:
Typically up to 24 months until passport issuance
The figure applies from the submission of a complete application. Our assessment takes the entire process into account: from gathering and verifying all required documents and the due diligence phase, to the processing by the authorities and the final issuance of the naturalization certificate and passport. Official communication states about 3 months. We show the longest value from our ongoing applications so that you can plan realistically.
1. Non-binding Cost Estimate
& Initial Details
The first step begins with your free, non-binding request for a detailed cost breakdown through the cost calculator further up on this page. You provide initial details regarding your family structure, the number of applicants and your objectives.
More Details
Based on this information, we prepare a transparent cost estimate that takes into account all relevant fees, government charges and the contribution itself.
Objective: to give you a clear overview of the total costs and the overall structure of the process - before you decide whether to proceed with a collaboration.
2. Personal Initial Assessment
& Collaboration with GoodbyeMatrix
After reviewing the estimate, you may raise further questions, and we jointly analyze your objectives, family situation and individual requirements. Based on this, we assess whether the St. Lucia CBI program strategically fits your international setup - legally, fiscally and personally.
More Details
Once a suitable solution has been identified and you decide to proceed with a personal engagement with GoodbyeMatrix, we conduct a structured preliminary due diligence. This allows us to identify potential risks at an early stage (for example, from a compliance perspective) and to clearly inform you about opportunities, feasibility and any possible limitations.
Only upon a positive outcome do you receive formal confirmation to proceed, at which point we officially initiate the application process.
Your advantage: you move forward well prepared and safeguarded - without unnecessary time or cost expenditure.
3. Client Onboarding & Document Preparation
Following a successful preliminary review, you are formally onboarded as a client. The initial retainer (from USD 10,000) is paid and our engagement officially begins.
More Details
Together with you and, where applicable, your family, we compile all required documentation - from identity records and asset documentation to affidavits.
Our experts handle the complete application preparation, including translations, notarizations and consistency checks. Once the file is complete, we formally submit your application to the competent authority in St. Lucia.
Your advantage: you benefit from a carefully prepared application package designed to ensure efficient processing by the authorities, while we handle the administrative workload on your behalf.
4. Application Submission & Payment of Government Fees
Following final review, your application is formally submitted to the Government of St. Lucia. This marks the start of the official processing by the Citizenship by Investment Unit (CIU).
More Details
At this stage, the second retainer becomes due, along with the applicable government fees, including the due diligence fee and processing charges. We ensure that all payments are executed accurately and within the required timeframes.
The procedure includes an interview from the age of 16 and the recording of biometric data. We tell you in advance what this means in your case.
While the authorities review your application, we actively manage the process, respond to any inquiries from the CIU and keep you informed of all progress.
Upon successful completion of the due diligence review, you receive official government pre-approval.
Your advantage: you can now confidently proceed to the next step - the contribution to the National Economic Fund.
5. Investment, Naturalization & Passport Issuance
Upon receipt of the official government approval, the non-refundable payment into the National Economic Fund (NEF) is made.
More Details
Once the investment is confirmed, the Certificate of Naturalization is issued and you officially become a citizen of St. Lucia.
Within a few weeks of naturalization, your passport is issued and securely delivered - either in person or, upon request, via a secured courier.
Your advantage: you hold your Caribbean second passport in your hands - and benefit from new options in terms of freedom, mobility and asset protection.

Key Information at a Glance.
How long does it take to obtain St. Lucia citizenship by investment?
Plan for up to 24 months from the submission of a complete application until you hold the passport. Official communication states about 3 months.
Most of that time is taken up by the due diligence review, which examines assets, documents and family background.
We show the longest value from our ongoing applications so that you can plan realistically.
Which investment option is available?
For St. Lucia we calculate the non-refundable contribution to the National Economic Fund (NEF):
240,000 USD for the main applicant and up to 3 dependants. A single applicant pays the same amount, because St. Lucia has no separate single rate.
Each additional dependant aged 18 and over adds 20,000 USD, each additional dependant under 18 adds 10,000 USD.
Government fees and due diligence costs apply on top. The exact amount depends on your family profile and the ages of the co-applicants. You receive the matching estimate through the cost calculator on this page.
What are the advantages of the St. Lucia Citizenship by Investment Program?
The program is clearly regulated by statute and allows investors and their families to acquire citizenship lawfully, including full civil rights.
The key advantages at a glance:
Visa-free travel to 144 countries, including the Schengen Area, Hong Kong and Singapore
Simplified application for a US visitor visa (B-1/B-2)
One single, clearly regulated investment route through the National Economic Fund
The application is prepared digitally and no relocation to St. Lucia is required
Citizenship is granted for life and is passed on to your children
St. Lucia taxes by residence. As a citizen without residence in St. Lucia, foreign income is not taxed there. Whether that is an advantage always depends on your personal situation.
St. Lucia therefore offers a straightforward CBI program for internationally minded families.
What is the minimum investment?
The entry point is 240,000 USD as a contribution to the National Economic Fund. That amount covers the main applicant and up to 3 dependants.
Who qualifies as the main applicant in the CBI program?
You qualify as the main applicant if you:
are at least 18 years old
can present a clean police clearance certificate
pass the comprehensive due diligence review
can prove the lawful origin of your funds
submit an affidavit of a net worth of at least 350,000 USD
are prepared to make the required investment in full
Applications must be filed through a government-authorised agent with the Citizenship by Investment Unit (CIU).
Can family members be included in the application?
The following family members can be included as dependants:
The spouse of the main applicant
Children up to 30 years of age; up to and including 21 without further conditions, from 22 to 30 only if they are fully supported by the applicant or the spouse
Persons with a disability, without an age limit
Parents and parents-in-law aged 55 and over, provided they are fully supported
Unmarried siblings of the main applicant under 18 years of age, with the consent of the parents or the legal guardian
Whether a specific person can be included is reviewed individually before the application.
Can I add family members later?
Yes. Dependants who were already eligible at the time of the original application can be added within 5 years of that application. Newborn children and a new spouse can be added at any time.
That application also runs through an authorised agent with the Citizenship by Investment Unit (CIU). Additional government fees apply, depending on the category of the dependant. Please contact us directly for this.
Do I need to travel to St. Lucia in person?
We prepare and file the application digitally, so a trip to St. Lucia is not part of it.
The procedure includes an interview from the age of 16 and the recording of biometric data. We clarify with you in advance how this works in your specific case.
Do I have to live in St. Lucia to obtain citizenship?
No. The procedure does not require a stay in St. Lucia and there is no minimum stay, neither before nor after naturalization.
May I hold other citizenships alongside the St. Lucian one?
Yes. Under the Constitution of St. Lucia of 1979 you may retain all existing citizenships. The rules of every citizenship you already hold have to be checked in addition.
How long is the passport valid?
The passport is valid for 10 years for adults and is renewed thereafter. A shorter validity applies to minors. Citizenship itself is granted for life.
Can I pass the citizenship on to my children?
Yes. Children born after naturalization acquire citizenship by descent. The birth has to be registered with the authorities in St. Lucia.
Which documents are required?
Typical documents include:
Passport and birth certificate
Police clearance certificate and health certificate
Proof of assets and source of funds
Proof of address and proof of marital status
Letters of recommendation and, where applicable, affidavits
Can I submit the application directly to the government?
No. The government does not accept direct applications. The application runs through a government-authorised agent. We handle the entire application process for you.
Is the application form available online?
No. The official application form is filed exclusively through registered agencies with the Citizenship by Investment Unit (CIU). We provide all necessary forms and guide you through completing them.
Are there restricted nationalities in the CBI program?
For applicants with certain nationalities or places of birth, exclusions, restrictions or enhanced due diligence checks apply. Which countries are currently affected is reviewed individually before every application, and we tell you early whether an application is possible.
