Hungary's Guest Investor Visa is a residence-by-investment pathway granting a renewable ten-year residence permit to foreign nationals who make a qualifying capital contribution. The program operates on an investment-based qualification model: applicants choose between contributing €250,000 to registered real estate funds or donating €1 million to educational institutions. No physical presence is required to obtain or maintain the initial residence permit.
Processing time is short. The permit renews every ten years as long as the investment criteria remain satisfied. Dual citizenship and multiple nationalities are permitted under Hungarian law.
The residence permit serves as the foundation for a structured pathway to permanent residency and eventually Hungarian citizenship. Permanent residency eligibility requires three consecutive years of de facto residence in Hungary. Once permanent residency is obtained, applicants must reside in Hungary for an additional 8-year period to qualify for citizenship. The total timeline from initial permit issuance to citizenship eligibility is approximately 11 years, with the majority of time spent physically present in the country after securing permanent residency.
Hungarian citizenship grants access to the European Union and permits visa-free travel to 185 countries. The program's two-tier structure separates the initial investor permit, which carries no presence requirements, from the long-term residency and naturalization stages, which require sustained physical residence in Hungary.
Applicants must select one of two qualifying investment routes. The real estate fund route requires a €250,000 investment in investment certificates issued by a real estate fund registered with the National Bank of Hungary. The investor must retain possession of the investment certificate for at least five years. The donation route requires a €1 million contribution to an institution of higher learning, supporting educational, scientific, artistic, or creative activities maintained by a public interest trust foundation performing a public task.
The main applicant may include dependents in the application. Eligible dependents are the spouse, children under 18, children aged 18–26 who are financially dependent, studying, and unmarried, and parents aged 65 and over. All dependents must be included in the initial application under the same investment; separate applications for dependents are not required.
The investment must be maintained for a minimum of five years from the date of issuance of the residence permit. Liquidating the investment or donation before the five-year period expires may result in permit revocation. The five-year holding period applies regardless of which route the applicant selects.
No physical presence in Hungary is required to obtain or maintain the initial ten-year residence permit. Applicants may reside outside Hungary without compromising their investor permit status. However, applicants seeking permanent residency must demonstrate de facto residence in Hungary for three consecutive years. For citizenship eligibility, an additional 8-year period of physical residence in Hungary is required after obtaining permanent residency.
The Guest Investor Visa delivers immediate residence status without mandatory physical presence during the initial permit phase. Investors receive a ten-year renewable permit that remains valid regardless of time spent outside Hungary. This structure separates capital commitment from lifestyle obligations.

Children of permit holders access Hungary's public education system and EU university networks. Permanent residents qualify for in-state tuition rates at Hungarian universities. EU citizenship extends these benefits to institutions across all member states, including subsidized tuition and scholarship eligibility reserved for EU nationals.

The path to Hungarian citizenship requires approximately 11 years from initial permit issuance. The timeline divides into two phases: three years of de facto residence to qualify for permanent residency, followed by an additional eight years of residence after obtaining permanent residency status. Physical presence throughout these periods is mandatory for naturalization eligibility.
Applicants must pass a written exam in Hungarian demonstrating knowledge of Hungarian history, culture, and the Constitution. The exam is administered in Hungarian only. There is no English-language alternative. This requirement applies universally to all naturalization candidates.
The exam requirement may be waived in two circumstances: if the applicant is married to a Hungarian citizen, or if the applicant has children with their Hungarian spouse. The waiver does not extend to unmarried partners or applicants without qualifying family ties. Proof of marriage or parenthood must be documented during the citizenship application process.
Hungarian citizenship is available to all nationalities without restriction. There are no nationality-based exclusions or quotas. Applicants from any country may naturalize provided they meet the residence, language, and exam requirements.
