01 · OVERVIEWWhat makes this program stand out

Beyond the Italy golden visa, the Startup Visa lets non-EU entrepreneurs build an innovative startup in the country. The Italy Startup Visa enables non-EU entrepreneurs to establish innovative startups in Italy. The program operates through a self-employment residence permit structure, providing a formal pathway for foreign nationals to build and operate technology-driven ventures within Italian jurisdiction. It functions as an active investor visa, requiring direct operational involvement rather than passive capital deployment.

Qualification centers on demonstrating financial capacity and entrepreneurial intent. Applicants must show €50,000 in financial resources dedicated specifically to the startup venture. Additionally, proof of minimum income from the previous year exceeding €8,400 is required. The program offers two application routes: direct application or application through a certified incubator. Both pathways lead to the same residency outcome but differ in procedural requirements and support infrastructure.

Initial approval grants a one-year self-employment residence permit. This permit becomes renewable in 2-year increments upon demonstrating company incorporation and maintaining adequate income levels. The renewal mechanism ties residency continuation directly to active business operations and financial sustainability. Physical presence requirements mandate 183 days per year in Italy to maintain residency status.

The program creates a defined progression toward permanent status. After 5 years of legal residence with a valid residence permit, applicants become eligible for permanent residency. Following permanent residency acquisition, an additional 10 years of legal residence opens the pathway to Italian citizenship. Italy permits dual and multiple citizenship, meaning applicants retain their original nationality alongside Italian citizenship. Italian citizenship provides visa-free access to 192 countries and full EU mobility rights.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

The minimum capital commitment for the Italy Startup Visa is €50,000 dedicated to your innovative startup venture.

This amount must be available and demonstrable at application submission. You provide proof of financial availability through bank statements, investment documentation, or equivalent evidence showing you control these funds.

The €50,000 is deployed into the startup itself, not held in a separate account or escrow. Once your visa is approved and you incorporate the innovative startup in Italy within the first year, these funds become the operational capital of your registered Italian business.

The capital commitment is a one-time requirement at application stage. There are no ongoing deposit obligations or annual renewal fees tied to maintaining the minimum capital threshold, though your incorporated startup must remain operational to support residence permit renewal.

What level of income you need to show

You must provide proof of minimum income from the previous year exceeding €8,400. This requirement establishes your financial capacity to support yourself during the startup phase in Italy.

Income is assessed on an annual basis, not monthly. The €8,400 threshold translates to approximately €700 monthly, though documentation covers the full prior calendar year rather than an ongoing monthly minimum.

Qualifying income sources include employment income, self-employment earnings, freelance revenue, investment returns, or rental income from the previous year. The income must be documented through official records, tax returns, employment contracts with salary confirmation, bank statements showing deposits, or other government-issued financial documentation from your country of origin.

Income documentation must be authentic and verifiable. You cannot satisfy this requirement through informal earnings, undocumented work, or cash transactions without supporting records. All documents should be translated into Italian if originally issued in another language and, where required, apostilled under the Hague Apostille Convention.

This income requirement applies during initial visa approval and must be re-demonstrated for residence permit renewal annually. Upon incorporation of your innovative startup in Italy, your ongoing income eligibility may shift to depend on the startup's operations; however, you must continue to show adequate annual income for residence permit renewal throughout your stay.

04 · REQUIREMENTSWhat you need to qualify

Applicants must submit a comprehensive business plan documenting the innovative nature of the proposed startup. This includes a presentation deck and financial forecasts demonstrating viability and scalability. The business concept must qualify as innovative under Italian startup legislation.

Financial capacity requires two separate thresholds. First, applicants must demonstrate €50,000 in available financial resources dedicated exclusively to the startup venture. Second, they must provide documentation proving minimum income from the previous year exceeding €8,400. Both thresholds apply simultaneously.

Suitable accommodation in Italy must be secured before application. Proof of housing, either ownership documentation or a valid lease agreement, forms part of the qualification documentation.

Two procedural pathways exist for securing the clearance certificate:

  • Direct Application Route: Submit the complete application package directly to the ISV Committee. This requires preparing all documentation independently and presenting the business plan without intermediary support.
  • Certified Incubator Route: Obtain formal commitment from a government-certified Italian incubator. The incubator must agree to host the startup and provide an official undertaking letter. This letter becomes part of the application file submitted to the ISV Committee.

After approval and visa issuance, the entrepreneur must incorporate the innovative startup in Italy within the first year of residence. This incorporation requirement ties directly to permit renewal eligibility. Failure to incorporate eliminates the legal basis for renewal.

Renewal of the residence permit requires demonstrating adequate annual income levels sufficient to support residence. The specific threshold aligns with Italian self-employment income standards and must be documented through tax returns or equivalent financial statements.

Physical presence obligations mandate 183 days per year in Italian territory to maintain valid residency status. Absences exceeding this threshold risk permit cancellation and disrupt the timeline toward permanent residency eligibility.

05 · BENEFITSWhy this program may be worth considering

The program delivers operational advantages across mobility, timeline, and long-term planning. Schengen zone freedom of movement activates immediately upon residence permit issuance. This enables visa-free travel across 27 European countries for business operations, client meetings, and network expansion without border formalities.

Processing speed stands significantly below EU averages. The clearance certificate process typically completes within weeks. Visa issuance follows standard consular timelines. Combined end-to-end processing rarely extends beyond 90 days from application submission to residence permit activation.

Physical presence requirements remain minimal compared to traditional immigration pathways. The 183-day annual threshold permits operational flexibility. Entrepreneurs can maintain international business activities, client relationships, and revenue streams outside Italy while satisfying residency obligations. This structure supports distributed business models and cross-border operations.

Italy permits dual and multiple citizenship without renunciation requirements. Entrepreneurs retain their original passport alongside Italian nationality. This eliminates forced citizenship choices and preserves existing mobility infrastructure. Strategic passport portfolio construction remains fully viable throughout the naturalization timeline.

The jurisdiction provides direct access to the EU single market, 27 member states, 450 million consumers, and unified regulatory frameworks. Italian incorporation enables seamless commercial operations across the entire economic zone. VAT registration, cross-border invoicing, and intra-EU service provision operate under standardized protocols.

Permanent residency eligibility arrives after 5 years of legal residence with a valid permit. This timeline positions below several comparable European programs. Permanent residency decouples residence rights from active business operations, creating operational independence and reducing renewal administrative burden.

Italian citizenship provides visa-free access to 192 countries upon naturalization. The passport ranks among global top-tier travel documents. EU citizenship embedded within Italian nationality grants permanent settlement rights across all 27 EU member states plus Iceland, Liechtenstein, Norway, and Switzerland through EEA protocols.

The program supports family inclusion pathways through standard Italian family reunification procedures. Spouses and dependent children can obtain residence permits tied to the principal applicant's status. Educational infrastructure spans public and private international schools, university programs in English, and specialized technical institutions.

Permanent residenceafter 5 years

Citizenshipafter 10 years

Italian citizenship becomes accessible after 10 years of legal residence in Italy following permanent residency acquisition. The permanent residency prerequisite requires 5 years of legal residence with a valid permit before eligibility. The citizenship timeline thus spans a cumulative 15-year period from initial residence permit issuance to naturalization eligibility.

Citizenship application requires demonstrating adequate knowledge of the Italian language. Continuous residence throughout the 10-year naturalization period remains mandatory. Stable income documentation must accompany the citizenship application. Applicants must maintain the startup investment and active business operations throughout the entire residence permit period leading to naturalization.

Italy permits dual and multiple citizenship. Whether you can retain your existing citizenship depends on your home country. Consult us as your specialist before proceeding.

07 · LEGAL BASISWho oversees the program and what it is based on

Italia Startup Visa Committee reviews and approves all applications under Article 25, paragraph 2 of Decree Law 179/2012 (Italian Startup Act). This legislative framework establishes the legal foundation for the program's operation.
