01 · OVERVIEWWhat makes this program stand out

The Montenegro golden visa in practice: property worth at least EUR 150,000 secures the Property Ownership Residence Permit. Montenegro offers a property-based residence permit for third-country nationals who own real estate in the country. To qualify, you must hold property with a minimum taxable value of €150,000 as assessed by the Tax Authority. This permit functions as a Residence by Investment pathway structured around real estate ownership rather than donations or government bonds.

The permit is issued as a temporary residence permit valid for one year and can be renewed annually. Spouses and family members are eligible for inclusion in the application. Same-sex partners are recognized under this program. The permit requires continuous legal residence in Montenegro. You must maintain physical presence of at least 6 months per year. During the five-year temporary permit period, your total absences must not exceed ten months in total or six months continuously.

After holding a temporary permit for five consecutive years, you become eligible to apply for permanent residency. Once you obtain permanent residence, you must maintain it for an additional five years before becoming eligible for Montenegrin citizenship. This brings the total timeline from initial application to citizenship eligibility to ten years.

Montenegrin citizenship provides visa-free access to 127 countries. However, Montenegro generally does not permit dual citizenship for naturalized citizens. Applicants are typically required to renounce any prior nationality before acquiring Montenegrin citizenship. Exceptions may be issued at the discretion of authorities, but this is not guaranteed and handled on a case-by-case basis.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

€150,000 in property investment is the minimum capital commitment, measured by taxable value as assessed by Montenegro's Tax Authority.

The property must be acquired and legally owned outright. Payment flows to the property seller (or their representative) through standard real estate transaction channels, not to a government fund or escrow account.

The €150,000 threshold is based on the Tax Authority's transfer tax assessment of the property's value, not the advertised purchase price. If a property is listed at €160,000 but assessed at €140,000 for tax purposes, it does not qualify; you must acquire property with assessed value meeting or exceeding €150,000.

All property tax obligations must be current and fully settled before residency approval is granted. Once ownership is documented and taxes are paid, the capital remains in the form of owned real estate, it is not returned, forfeited, or subject to ongoing annual fees tied to the residency permit itself.

04 · REQUIREMENTSWhat you need to qualify

Applicants must acquire property in Montenegro with a minimum taxable value of €150,000. The taxable value is determined by the Tax Authority during the transfer tax assessment, not by purchase price or market valuation. The property must be registered in your name under Montenegrin law.

You must demonstrate legal ownership through official property registration documents. All property tax obligations must be fully settled and current before applying. The Tax Authority will verify compliance during the application process.

Actual use of the property is required. You cannot hold the property purely as an investment without residing in it. Evidence of genuine occupancy must be provided to satisfy legal ownership and use criteria.

Physical presence in Montenegro must total at least 6 months per year. During the five-year temporary permit period, total absences must not exceed ten months cumulatively. No single continuous absence may exceed six months. Exceeding either threshold disqualifies renewal or permanent residency eligibility.

Spouses and dependent family members may be included in the application. Same-sex partners are recognized under this program. Family inclusion is processed alongside the primary applicant's file, subject to the same property ownership and legal documentation standards.

05 · BENEFITSWhy this program may be worth considering

Montenegro's property pathway delivers operational speed and cost control. Processing is completed in weeks, not months. This creates rapid residency confirmation without extended bureaucratic timelines.

The country imposes a competitive tax environment. Corporate tax stands at 9%. Personal income tax reaches a maximum of 15%. These rates position Montenegro below most European jurisdictions and significantly under DACH-region taxation structures.

Daily expenses operate at substantially lower levels than Western Europe. Housing, utilities, and services cost less across the board. This creates meaningful cash flow advantages for entrepreneurs managing operational budgets or personal expenses from residency.

Montenegro offers a warm Mediterranean climate year-round. Coastal regions provide direct Adriatic access. The country maintains low crime rates and stable security conditions relative to regional comparisons.

Visa-free access expands significantly after ten years. Montenegrin citizenship unlocks travel to 127 countries without prior authorization. This includes simplified access to Schengen-area nations and key business destinations across Europe, the Balkans, and select global markets.

06 · PATH TO CITIZENSHIPHow the path to citizenship works

2
Residence permittemporary, 1 year
3
Permanent residenceafter 5 years
4
Citizenshipafter 5 years

Montenegro citizenship requires ten years of continuous legal residence. This timeline splits into two phases: five years under a temporary residence permit, followed by five years under permanent residence. The property ownership permit serves as your initial temporary status and must be renewed annually throughout the first phase.

After five consecutive years of temporary residence, you qualify for permanent residence. You must then hold permanent residence for an additional five years before naturalization eligibility opens. Both phases require strict compliance with physical presence rules already established for this program.

Naturalization candidates must demonstrate knowledge of the Montenegrin language. The Ministry of Interior administers this requirement during the citizenship application process. You must present a clean criminal record and show sufficient financial means to support yourself independently.

Dual citizenship is not permitted for naturalized citizens in Montenegro. You are required to renounce any prior nationality before Montenegrin citizenship is granted. Authorities may issue exceptions on a discretionary basis, but this is handled case-by-case with no guaranteed outcome. Do not assume retention of your original passport will be allowed.

The naturalization process operates under the Montenegrin Nationality Law (1999, as amended through 2025). Applications are submitted to and processed by the Ministry of Interior. The law establishes the ten-year residency threshold, language assessment, and renunciation requirement as mandatory conditions.

07 · LEGAL BASISWho oversees the program and what it is based on

The Ministry of Interior of Montenegro (Ministarstvo unutrašnjih poslova) administers the property ownership residence permit program.

The program operates under the Montenegrin Nationality Law, 1999, as amended in 2025. This legal framework establishes the conditions for temporary residency, permanent residency, and eventual citizenship eligibility for foreign property owners.
