01 · OVERVIEWWhat makes this program stand out

Permanent residency in Paraguay for investors: with the Paraguay Investor Pass you obtain permanent residence directly, without first going through temporary residence. The Ministry of Industry and Commerce (MIC) and the immigration authority (Dirección Nacional de Migraciones) presented the Investor Pass in April 2026. Legally it is the foreign investor certificate (Constancia de Inversionista Extranjero) under MIC Resolution No. 283/2026 of 21 April 2026.

There are four investment routes: productive investment from USD 70,000 with at least 5 formal jobs, financial instruments from USD 200,000 held for at least 2 years, real estate from USD 200,000 and tourism investment from USD 150,000.

The MIC issues the certificate within 5 working days of a complete file. With it you apply to Migraciones for permanent residence. It is indefinite; the ID card is renewed every 10 years. After 3 years of permanent residence with genuine residence in Paraguay you can apply for naturalisation.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

The minimum investment depends on the route: USD 70,000 for productive investment with at least 5 jobs, USD 150,000 for tourism and USD 200,000 for financial instruments or real estate. All amounts may also be invested in guaraníes at the official exchange rate.

For productive and tourism investments, real estate, machinery, vehicles, equipment and buildings count. Rent, salaries, utilities and recurring administrative costs do not count as investment.

Financial instruments must be held for at least 2 years. The resolution sets no holding period for real estate or tourism.

Which fees you should expect

The Migraciones fee for permanent residence is Gs. 2,926,925. The Certificado de Radicación costs a further Gs. 234,154. Renewing the ID card every 10 years costs Gs. 468,308 (fees in force since 1 July 2026, with a surcharge for card payment). No official fee of the Ministry of Industry and Commerce for the investor certificate is published. Costs for the investment, notary and advice come on top.

How to prove your financial means

Depending on the route you submit proof of solvency, for example bank statements for the last 3 months, securities or asset statements, or the proof of investment itself. You also submit a sworn statement on the origin of the funds.

04 · REQUIREMENTSWhat you need to qualify

The Investor Pass is open to natural persons only. You choose one of the four investment routes and prove the investment to the Ministry of Industry and Commerce (SUACE). The investment may already be made or still be under way, as long as you document the financial commitment.

  • Productive investment: from USD 70,000 in industry, trade or services, approved business plan, at least 5 formal jobs, progress report every 6 months.
  • Financial instruments: from USD 200,000, without running a business and without jobs, held for at least 2 years, annual reporting, confirmation by an entity authorised by the securities supervisor of the Central Bank.
  • Real estate: from USD 200,000, not for purely personal or family use. Proof by a registered deed or a notarised purchase contract with at least 30 % paid.
  • Tourism: from USD 150,000 with a business plan and classification under the categories of the tourism authority, report every 6 months.

With the certificate you apply to Migraciones for permanent residence. According to the immigration authority's information sheet, you file this application in person.

The official documents do not regulate whether and how family members are included. We clarify this with you before you apply.

Which documents are typically required

For the investor certificate at the Ministry of Industry and Commerce:

  • Electronic application form as a sworn statement
  • ID card or passport
  • Proof of entry into Paraguay, with a consular visa where required
  • Criminal record certificate from the country of origin or the country of residence of the last 3 years, legalised or apostilled
  • Certificate from INTERPOL Paraguay
  • Sworn statement on the origin of the funds
  • Depending on the route: business plan, proof of solvency or proof of investment
  • Spanish translation of foreign-language documents (Portuguese documents from Brazil excepted)

For permanent residence at Migraciones:

  • Investor certificate, original and 2 certified copies
  • ID card or passport, visa where required, and proof of entry
  • Birth certificate and civil status certificate
  • Criminal record certificate (from age 14) and INTERPOL certificate
  • Certificate from the Paraguayan National Police
  • Sworn statement of respect for the Constitution

05 · BENEFITSWhy this program may be worth considering

The main advantage is direct permanent residence: you skip the temporary residence that otherwise comes first.

Three of the four routes require no jobs. For financial instruments and real estate you also need no business plan.

The ministry issues the investor certificate within 5 working days of a complete file.

Permanent residence is indefinite. The law sets no minimum stay to keep it. You lose it if you leave Paraguay for more than 3 years without justifying the absence to Migraciones.

After 3 years of permanent residence, naturalisation is possible if you genuinely live in Paraguay.

06 · PATH TO CITIZENSHIPHow the path to citizenship works

You can apply for naturalisation after 3 years of permanent residence (Art. 148 of the Constitution). According to the judiciary, the period runs from the date of admission to permanent residence.

You need genuine residence in Paraguay and must pursue a profession or activity. In each of the 3 years before the application you may have spent no more than 3 months abroad. A registered business premises while living abroad is not enough.

Whether you can keep your current citizenship also depends on your country of origin. We check this with you.
