What you need to qualify

The program is structured for two applicant categories: residing entrepreneurs already based in Qatar and overseas entrepreneurs applying from abroad. Both categories must meet the same business commitment and ownership requirements, but document requirements differ based on current residency status.

All applicants must be at least 18 years old. Every applicant must provide a recent personal photograph, a current CV, and an official endorsement letter from a recognized business incubator in Qatar. The incubator endorsement is mandatory and cannot be substituted with other business verification documents.

Business commitment thresholds apply to all candidates. You must invest a minimum of QAR 250,000 into the qualifying venture. You must retain at least 20% ownership in that business throughout the entire residency period. Dropping below 20% ownership terminates your eligibility.

Financial solvency requirements differ by applicant location. Residing entrepreneurs must submit a stamped bank statement from the preceding three months showing a minimum balance of QAR 36,500. Overseas entrepreneurs must provide an attested bank statement covering the previous three months with a minimum balance of US$10,000.

Residing entrepreneurs submit three additional documents:

  • Copy of Qatari ID
  • Establishment card
  • Stamped bank statement meeting the QAR 36,500 threshold

Overseas entrepreneurs submit two additional documents:

  • Valid passport with at least six months of remaining validity
  • Attested police clearance certificate

Attestation requirements are strict and multi-layered. Renewal follows identical documentation requirements. You must submit the same documents, meet the same financial and ownership thresholds, and maintain the same incubator endorsement when renewing your residence permit.

How the path to citizenship works

The entrepreneur residency does not provide a direct or guaranteed route to Qatari citizenship. Naturalization is governed by Law No. 38 of 2005 on Acquiring Qatari Nationality and remains entirely at the discretion of the Emir.

Arab nationals must complete a minimum of 20 consecutive years of lawful residence before becoming eligible to apply for naturalization. Non-Arab nationals must complete a minimum of 25 consecutive years of lawful residence. These periods must be continuous and lawful throughout.

Applicants must demonstrate Arabic language proficiency. A lawful and sufficient source of income is required. Good moral character must be proven.

Dual nationality is not permitted under Qatari law. Acquiring Qatari citizenship requires renunciation of prior citizenship.

Who oversees the program and what it is based on

Invest Qatar administers applications in coordination with the Ministry of Labor. The program operates under Law No. 21 of 2015 Regulating the Entry, Exit, and Residency of Foreign Nationals.

What minimum capital commitment is required

The minimum capital commitment is QAR 250,000, deployed as a one-time business investment in a qualifying venture registered in Qatar.

You must maintain at least 20% ownership in the venture throughout your residency period. The capital is committed to the business itself, not held in escrow or deposited with authorities; it funds your operational stake in the enterprise.

Payment is made directly to your qualifying venture upon establishment. There is no separate government deposit requirement or processing fee tied to this capital threshold, the QAR 250,000 functions as your equity investment in the business.

Which documents are typically required

The Qatar Entrepreneur Residency requires different document sets depending on whether you are already based in Qatar or applying from overseas. Both routes require three foundational documents; the remaining requirements diverge by location.

How to prove your financial means

You must prove financial solvency through bank statements. The statement must cover the preceding three months and be either stamped or attested depending on your residency status.

If you are already based in Qatar, your bank statement must be stamped by the issuing bank. If you are applying from overseas, your bank statement must be attested.

Attested documents require authentication through a formal chain. Your bank statement must be authenticated by three entities in sequence: first by the issuing bank, second by the Ministry of Foreign Affairs of your country, and third by either the relevant Qatar Embassy abroad or Qatar's own Ministry of Foreign Affairs if attestation occurs domestically.

The three-month period is measured from the date of application. Your statement must demonstrate continuous solvency throughout that entire window, not a single snapshot on one date. Most banks can issue statements covering the full preceding quarter with ease.

You cannot substitute alternative proof of funds. Investment portfolios, property valuations, or cryptocurrency holdings are not accepted. Bank statements remain the only permitted documentation for demonstrating financial solvency under this program.
