01 · OVERVIEWWhat makes this program stand out

From RUB 15 million, the Investor Visa is the Russia visa that grants permanent residency to the investor and up to 5 generations of family. The Russian Investor Visa grants permanent residency to investors and up to five generations of their family members upon approval. The program requires a minimum investment of RUB 15 million. Eligible family members include spouses, children, grandchildren, parents, grandparents, and other relatives.

Investors qualify through passive or active investments in businesses, real estate, or socially significant projects. The program operates through four distinct investment routes: Philanthropist, Company Investment, Real Estate, and Entrepreneurs. Processing timelines vary by route, Philanthropist and Company Investment routes typically process in approximately six months, Real Estate in approximately 1.5 years, and Entrepreneurs in more than 2.5 years.

Permanent residency is granted immediately upon approval. The program imposes no physical presence requirement to maintain residency status. After completing five years of legal residency, investors become eligible to apply for citizenship. Citizenship applicants must demonstrate proficiency in the Russian language by passing a language test.

Russia permits dual and multiple citizenships. Upon obtaining citizenship, the passport provides visa-free access to 120 countries.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

Russia's Golden Visa requires different minimum capital commitments depending on your chosen route. Each involves a one-time payment or asset acquisition, not ongoing deposits.

  • Philanthropic Route: RUB 15 million non-refundable donation to Socially Significant Projects (schools, sports facilities, civil infrastructure). Payment is direct to the designated project.
  • Business Investment: RUB 30 million capital invested in a Russian company (minimum 3 years old). Investment must be held; Permanent Residence remains valid if later divested.
  • Real Estate Investment: One-time property purchase with no mortgage, held for minimum 1 year before application. Amount varies by region:
    • RUB 20 million in Far Eastern Regions (11 designated regions)
    • RUB 50 million in Moscow and Capital Region
    • RUB 25 million in other 78 regions (including St. Petersburg, Sochi, Lake Baikal)
Properties must be residential or commercial, new-build only (maximum 2 years old). Multiple properties count toward the threshold. Land does not qualify. Permanent Residence remains valid if property is later sold.
  • Entrepreneurship Route: No upfront capital requirement. Instead, establish a business generating RUB 4 million annually in taxes and fees for two consecutive years before applying.

All capital commitments are assessed in Russian Rubles. The fastest route (Philanthropic or Real Estate) takes approximately 1.5–6 months from application to Permanent Residence approval. The Business Investment route follows a similar timeline. The Entrepreneurship route requires 2.5+ years of business operation before Permanent Residence eligibility.

05 · BENEFITSWhy this program may be worth considering

Russia provides a secure political environment with stable governance and territorial integrity spanning 11 time zones. The permanent residency status creates a foundation of legal stability for international families seeking long-term settlement options outside Western jurisdictions.

The five-generation family inclusion policy is one of the most comprehensive in the global residency market. Spouses, children, grandchildren, parents, grandparents, and other relatives all qualify under a single application. Multi-generational families consolidate their residency planning through one investment structure instead of filing separate applications.

The program imposes no minimum physical presence requirement to maintain permanent residency status. Investors retain residency rights while living abroad, managing international business operations, or maintaining primary residence elsewhere. The structure separates legal residency from physical presence obligations.

The five-year citizenship pathway converts permanent residency into full nationality rights with 120 visa-free destinations. Russia permits dual and multiple citizenships, investors retain their original passport while acquiring Russian citizenship.

Business investors gain direct access to the Russian domestic market, 144 million consumers with GDP exceeding USD 2 trillion. Company investment routes and entrepreneur routes position investors inside Russia's regulatory framework for trade, banking relationships, and commercial operations across Eurasian markets.

Processing timelines for Philanthropist and Company Investment routes complete in approximately six months. The speed delivers residency status faster than most European and North American investor programs. Real Estate and Entrepreneur routes require longer processing but maintain the same permanent residency outcome.

Russian universities rank among the top 200 globally in engineering, mathematics, and natural sciences. Permanent residents access state-funded education at domestic tuition rates. Children and grandchildren included in the application qualify for enrollment in Russian institutions without international student fees.

The cost of living in Russia remains substantially lower than Western Europe, North America, or Asia-Pacific financial centers. Housing, healthcare, transportation, and daily expenses cost 40–60% less than comparable cities in the EU or United States. The lower cost base increases purchasing power for residency holders managing multi-jurisdictional lifestyles.

06 · PATH TO CITIZENSHIPHow the path to citizenship works

4
Citizenshipafter 5 years

After completing five years of continuous legal residency in Russia, permanent residents become eligible to apply for citizenship. The five-year clock starts from the date permanent residency is granted, not from the date of initial investment or application submission.

Citizenship applicants must demonstrate proficiency in the Russian language by passing a standardized language test. The test assesses reading, writing, speaking, and listening comprehension. The requirement applies universally to all applicants regardless of investment route or family status.

Russia permits dual and multiple citizenships. Investors are not required to renounce their original nationality upon acquiring Russian citizenship. The dual-citizenship framework allows investors to retain their existing passport while adding Russian nationality to their portfolio.

Investors who previously passed the Russian Language, History, and Law test during the permanent residency application stage have already satisfied a portion of the naturalization documentation requirements. However, the citizenship language proficiency test remains a separate assessment conducted during the naturalization process itself.

Upon successful completion of the citizenship process, Russian passport holders gain visa-free access to 120 countries. The Russian passport provides mobility across Eurasian markets, Latin America, and select Asian jurisdictions. Citizenship grants full political rights, permanent residency security, and unrestricted access to all federal services and programs.

The Consular Department of the Ministry of Foreign Affairs of the Russian Federation is responsible for processing applications.
