Since 2024 the government has been opening the country to capital and newcomers: tariff cuts, deregulation, new migration rules. On 2 October 2026 Minister of Economy Luis Caputo and Minister of the Interior Diego Santilli announced citizenship by investment in Paris.
It is the first program of its kind in South America.

What Does Citizenship Cost?
Choose between a donation and a government bond. The donation of USD 350,000 is non-refundable. The government bond of USD 800,000 locks your capital for 7 years and pays 0% interest. The legal basis is Emergency Decree DNU 366/2025 together with Decreto 524/2025. The Agencia de Promoción de Ciudadanía por Inversión (APCI) reviews the application; the Dirección Nacional de Migraciones (DNM) decides within 30 working days under the decree.
As things stand, no residence requirement in Argentina is foreseen. For the bond: a 7-year holding period at 0% interest, with repayment at the end of the term set out in the decree.
The legal picture also includes this: DNU 366/2025 is being challenged in court, and 2 courts have already ruled against it. The Supreme Court decision is pending.

According to the government, Argentina accepts applications from Q4 2026. Whoever starts then loses months on documents. Whoever is on the waiting list today has them ready. This is how the path works with GoodbyeMatrix.

How much does Argentina citizenship by investment cost?
According to the announcement of 2 October 2026, citizenship by investment costs USD 350,000 as a donation to the Tesoro Nacional (main applicant without dependents). Alternatively you subscribe to a government bond of USD 800,000 with a 7-year term at 0% interest.
Dependents are added as donations: USD 100,000 per spouse, USD 100,000 per child aged 18 to 25 and USD 25,000 per child under 18. A family of 4 pays USD 500,000 on the donation route and USD 950,000 on the bond route.
Government fees and our professional fees are not set yet. You learn both with your quote once the decree is published.
Donation or government bond: what is the difference?
The donation of USD 350,000 is non-refundable. The government bond of USD 800,000 runs for 7 years at 0% interest per the Minister of Economy, Luis Caputo; the repayment terms are set out in the decree.
Do the honest maths: at 0% over 7 years the bond costs you the forgone return on USD 800,000. Depending on your investment strategy that figure sits close to the donation or above it. In return the capital remains nominally intact.
Important: the contributions for your dependents are donations in both cases.
When can I apply?
The government names Q4 2026 for the start of the application window. The implementing decree with the fee schedule and procedural details has not been published yet.

How solid is the legal basis?
The program rests on Emergency Decree DNU 366/2025 and Decreto 524/2025. The DNU is being challenged: 2 courts have ruled against it and the Supreme Court decision is pending. The opposition in Congress has also announced criticism.
We say this openly because it affects your planning. As long as the situation is unresolved, we file no applications and accept no money for the investment. The waiting list and the onboarding cost you nothing and bind you to nothing.
Do I have to pay tax in Argentina if I hold the passport?
No, not automatically. Ley 27.802 (Article 194) makes clear that citizenship by investment does not create tax residency in Argentina. You become taxable only if you actually live there.
Argentina taxes residents on worldwide income at up to 35%. If you hold the passport as a Plan B and live elsewhere, this does not affect you. How the passport fits your overall structure is what we clarify in the consultation.
Can I keep my current citizenship?
Yes. Argentina permits dual and multiple citizenship. Whether your home country permits it too is something we check with you; Germany has allowed multiple nationality since June 2024, Austria and Switzerland handle it differently, and most common-law countries have no restriction.
Where can I travel visa-free with the Argentine passport?
To 170 destinations visa-free or with a visa on arrival (October 2026). That puts the Argentine passport at rank 15 in the global passport ranking, level with Brazil.
They include the Schengen Area (90 days in 180), the United Kingdom (up to 6 months, with an ETA), Japan, the United Arab Emirates, Turkey, Mexico and Russia. China is visa-free on a temporary basis until 31 December 2026.
The United States requires a visa; Argentina left the Visa Waiver Program in 2002.
What does the Mercosur Residence Agreement give me?
As an Argentine citizen you have the right to a 2-year residence permit in the states party to the Mercosur Residence Agreement: Brazil, Uruguay, Paraguay, Chile, Bolivia, Colombia, Ecuador and Peru. The core requirement is a clean criminal record. After that you can move to permanent residence.
By area this is the largest settlement bloc in the world: 16.4 million square kilometres, around 404 million people. Some states require a waiting period from naturalised citizens; Brazil, for example, 5 years after naturalisation. We check your target country with you.
Do I have to live in Argentina or appear in person?
As things stand, no residence requirement is foreseen. Citizenship by investment is a separate route next to regular naturalisation, which requires 2 years of continuous residence.
Whether a personal appointment is needed for the passport and the national ID is set out in the decree. As soon as it is published, we tell you what applies.
How long does the process take?
Under Decreto 524/2025 the Dirección Nacional de Migraciones decides within 30 working days after the APCI has completed its review. There is no track record yet; the program is only starting.
We plan with 6 to 12 months from engagement to passport. Whoever starts onboarding now saves the months of document collection.
What happens if my application is rejected?
The APCI reviews identity, source of funds, assets, criminal record, reputation and migration history. That is exactly what we review in advance in the pre-check. We only start the engagement if we see no obstacle.
The donation or bond becomes due only after approval. Your capital does not move before Argentina has said yes. Whether and how government fees are refunded after a rejection is set out in the decree.
Which family members can I include?
Per the announcement: your spouse (USD 100,000), children under 18 (USD 25,000) and children aged 18 to 25 if unmarried and financially dependent on you (USD 100,000).
Parents, grandparents, parents-in-law and siblings are not mentioned in the announcement. List them on the waiting list anyway: as soon as the decree sets the rule, you receive a second quote for them.
Is there military service in Argentina?
No. General conscription has been suspended since 1994 (Ley 24.429). The armed forces are all-volunteer.
The passport creates no service obligation for you or your sons.
What are the Argentina citizenship requirements for investors?
Per the announcement: a qualifying investment (donation of USD 350,000 or bond of USD 800,000), a clean criminal record, lawful source of funds and a successful due-diligence review by the APCI covering identity, assets, reputation and migration history. The main applicant must be an adult.
There is no language test, no residence requirement and no interview in the sources published so far. The decree will set the final list; we update this page the day it is out.
How does Argentina compare with the Caribbean programs?
The Caribbean programs (St. Kitts, Dominica, Antigua, Grenada, St. Lucia) start from USD 200,000 to 250,000, have decades of track record and deliver the passport in 4 to 10 months. Argentina costs more, is new and not yet legally settled.
