01 · DEFINITIONWhat Social Security Contributions means
Social security contributions are the mandatory payments for pension, health, unemployment and long-term care insurance. In Germany and Austria they can take 20 to 40 % of income before a single euro of income tax is calculated.
For employees the employer pays half. For the self-employed and for many company directors the full burden lands on you.
Which country may charge them follows its own rules, separate from tax residency. Inside the EU, coordination rules decide that you pay in 1 country only, usually where you work. Outside the EU, bilateral agreements or nothing apply.
That makes social security one of the biggest levers of an exit. Leaving the German system legally ends the obligation, and a private international health insurance often costs a fraction.
It is also a trap. Deregistering without a replacement leaves you uninsured, and returning later can trigger back payments.
Under Flag Theory 3.0 we treat health cover as its own flag: a real international policy, chosen before the exit, valid where you actually live. Which system you leave and what replaces it is part of every Sovereign Blueprint.
