What you need to qualify

You must demonstrate eligibility through one of three qualification routes. The routes differ in proof requirements, thresholds, and documentation standards.

Investor Route

  • You must demonstrate willingness to invest a substantial amount of capital into a Singapore-registered company.
  • No minimum investment threshold is codified in the official documentation.
  • The assessment is discretionary; authorities evaluate the substantiality of your commitment relative to your business plan and sector.

Innovator Route

  • You must hold intellectual property (IP) recognized in your field.
  • Alternatively, you must maintain an active research collaboration with a Singapore Institute of Higher Learning (IHL) or government-recognized research institution.
  • Alternatively, you must demonstrate extraordinary achievements in your area of expertise.
  • Documentation proving IP ownership, collaboration agreements, or achievement evidence is required.

Entrepreneur Route

  • You must secure funding of at least US$100,000 from a government-recognized venture capitalist or business angel.
  • Alternatively, you must be accepted as an incubatee at a government-recognized incubator or accelerator program.
  • Alternatively, you must demonstrate a strong business network and a documented entrepreneurial track record.
  • VC or angel funding must come from entities officially recognized by Singapore authorities; incubators and accelerators must be government-approved.

The qualification route you select determines the evidence you must submit. Your business must be Singapore-registered at the time of application. You must be positioned as an active founder or key executive in the company. Supporting documentation includes business registration records, financial commitments, collaboration agreements, or funding confirmation from recognized institutions.

Permanent residency eligibility opens after 5 years of continuous EntrePass status. Citizenship becomes accessible after 10 years. The timeline is fixed and transparent, unlike discretionary programs where naturalization depends on ministerial approval without clear schedules.

How the path to citizenship works

Citizenship eligibility opens after 10 years of total residency in Singapore. Three distinct routes exist for naturalization.

  • Route 1: You must have held Singapore Permanent Resident (PR) status for at least two years and be aged 21 or above.
  • Route 2: You must have held Singapore Permanent Resident (PR) status for at least two years and be married to a Singapore Citizen.
  • Route 3: You must have resided in Singapore for 10 of the previous 12 years.

Singapore does not permit dual citizenship. You must renounce your previous nationality upon acquiring Singaporean citizenship.

Approval of both Permanent Residency and citizenship applications is entirely at the discretion of the Immigration & Checkpoints Authority (ICA). Authorities can approve or reject applications regardless of the time you have spent in Singapore.

Males aged above 18 and below 50 are required to complete military service after receiving PR or citizenship.

Who oversees the program and what it is based on

The Ministry of Manpower (MOM) administers EntrePass applications and determines eligibility for the work pass.

The program operates under the Employment of Foreign Manpower Act (Chapter 91A) and the Work Passes Regulations 2012.

Subsequent Permanent Residency (PR) and citizenship applications fall under the jurisdiction of the Immigration and Checkpoints Authority (ICA), which retains full discretion to approve or reject applications regardless of time spent in Singapore.
