01 · OVERVIEWWhat makes this program stand out

From USD 50,000, the Active Investor Visa is the Mauritius visa with a renewable 10-year term. Mauritius operates an Active Investor Visa program granting residency with 10-year validity to individuals who invest at least US$50,000 in the country. The residence permit is renewable upon expiry, subject to the business meeting certain performance requirements. This program follows an active investment qualification logic: applicants establish and operate a business in Mauritius rather than making passive capital contributions. Three distinct categories exist within the structure, General Business Investor, High Tech Machines and Equipment Investor, and Self-Employed Entrepreneur, with minimum contributions of US$50,000 for the first two categories and US$35,000 for the self-employed route.

The program requires no ongoing physical presence during the initial residency period. After three continuous years of residency, investors become eligible for permanent residency, which carries a 20-year validity and is renewable. Permanent residency qualification depends on meeting specified business performance requirements. After seven years of continuous residency (reduced to five years for Commonwealth citizens), applicants are eligible for naturalization and citizenship. Citizenship eligibility imposes a specific presence requirement: the applicant must have spent the full 12 months immediately preceding the application in Mauritius.

Mauritius permits dual and multiple citizenship. Citizenship provides visa-free access to 146 countries. The pathway operates through sequential stages: initial 10-year residency, optional conversion to permanent residency after three years, and eventual citizenship eligibility after meeting the continuous residency threshold and final-year presence requirement.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

Three investor categories require different minimum capital commitments. Each is a one-time investment into a Mauritius-based business or professional activity.

  • General Business Investor: US$50,000 minimum investment in any business sector.
  • High Tech Machines and Equipment Investor: US$50,000 minimum investment in qualifying sectors (agriculture, aquaculture, healthcare, ICT-BPO, fin-tech, life sciences, biotech, manufacturing, or Board of Investment-designated areas). At least US$25,000 must be paid in cash capital; the remaining US$25,000 may be satisfied through technology and machinery contribution.
  • Self-Employed Entrepreneur: US$35,000 minimum investment in a professional activity.

Capital must be invested directly into your business or professional operation in Mauritius. The investment is deployed at the time of visa application and must remain active throughout your residency. Dependent spouses, unmarried children, and parents may be included under your visa without separate capital requirements, provided they do not take lawful employment in Mauritius.

04 · REQUIREMENTSWhat you need to qualify

Applicants must select one of three investor categories and meet the corresponding minimum investment threshold. Each category requires business establishment in Mauritius rather than passive capital deployment.

General Business Investor requires a minimum investment of US$50,000 in a business operating in Mauritius. The investment must be in cash capital deployed into the business entity. Applicants must establish and operate the business for the duration of the residence permit.

High Tech Machines and Equipment Investor requires a minimum total investment of US$50,000 in a business operating within a qualifying sector. Qualifying sectors include agriculture, aquaculture, healthcare, ICT-BPO, fin-tech, life sciences, biotech, manufacturing, and other areas designated by the Board of Investment. The investment must include at least US$25,000 in cash capital. The remaining balance may be satisfied through contribution of technology and machinery.

Self-Employed Entrepreneur requires a minimum investment of US$35,000 in a professional activity. Applicants must obtain at least two letters of intent from potential clients demonstrating commercial demand for the planned professional activity. The investment must be in cash capital deployed into the professional practice.

Dependents may be included in all three categories. Eligible dependents are the spouse, unmarried children, and parents of the principal applicant. Dependents included in the application may not take up lawful employment in Mauritius during the residency period. No separate investment threshold applies to dependent inclusion.

After three continuous years of residency, applicants may apply for permanent residency (20-year validity, renewable) by meeting one of two business performance thresholds:

  • General Business Investor and High Tech categories: annual gross income of at least MUR 15 million for 3 consecutive years, or aggregate turnover of at least MUR 45 million for any 3 consecutive years
  • Self-Employed Entrepreneur category: annual gross income of at least MUR 3 million for 3 consecutive years

Alternatively, applicants may renew the initial 10-year temporary residency upon expiry by meeting reduced performance thresholds:

  • General Business Investor and High Tech categories: annual gross income of MUR 4 million as from the third year of residency
  • Self-Employed Entrepreneur category: annual gross income of MUR 800,000 as from the third year of residency

No mandatory physical presence applies during the initial 10-year residency period. However, citizenship eligibility requires the applicant to have spent the full 12 months immediately preceding the citizenship application in Mauritius, in addition to meeting the seven-year continuous residency threshold (five years for Commonwealth citizens).

05 · BENEFITSWhy this program may be worth considering

The structure delivers long-term stability without continuous presence. The initial 10-year residence permit imposes no minimum stay requirements during the validity period. Applicants can establish the business, meet performance thresholds, and maintain residency while physically residing elsewhere.

Permanent residency carries a 20-year validity once granted after three years. This creates long-horizon planning certainty. Renewal depends on business performance metrics, not arbitrary reassessment or policy changes.

The program permits dual and multiple citizenship without restriction. Naturalization does not require renunciation of existing nationality. Commonwealth citizens reach citizenship eligibility in five years instead of seven, reducing the timeline by 40%.

Mauritius functions as an English-language jurisdiction within the Indian Ocean basin. English is an official language alongside French. Courts, government services, and business operations function in English. This eliminates language acquisition barriers common in other residency-by-investment programs.

The island operates a territorial tax system. Personal income tax applies only to income sourced in Mauritius. Foreign-sourced income remains untaxed. Corporate tax stands at 15%. No capital gains tax, inheritance tax, or wealth tax exists. No withholding tax applies to dividends distributed to non-residents.

Processing timelines are materially shorter than European alternatives. The program specifies condensed review periods. Applications move through Board of Investment approval without multi-year waiting lists.

The residency pathway includes dependent coverage without separate applications. Spouse, unmarried children, and parents qualify under the primary investor's application. Family unity is structurally embedded in the permit, not handled as separate immigration cases.

Mauritius citizenship delivers visa-free access to 146 countries. This includes the UK, Schengen Area, Singapore, and Hong Kong. The passport provides operational access across Europe, Africa, and Asia without pre-arrival visa procedures.

Safety and political stability are documented advantages. Mauritius maintains democratic governance structures and functional rule of law. The jurisdiction has avoided the political volatility and security failures common across other African and Indian Ocean states.

The warm climate and lower cost of living reduce operating expenses. Housing, healthcare, and daily costs are structurally lower than DACH jurisdictions. The island's geography positions it outside cyclone-prone zones while maintaining tropical climate conditions year-round.

06 · PATH TO CITIZENSHIPHow the path to citizenship works

1
Application
2
Residence permittemporary, 10 years
3
Permanent residenceafter 3 years
4
Naturalizationafter 7 (CW: 5) years

After seven consecutive years of residency in Mauritius, you become eligible to apply for citizenship through naturalization. Commonwealth citizens qualify after five years of continuous residency instead. Mauritius imposes a strict final-year presence requirement: you must have spent the full 12 months immediately preceding the citizenship application physically in Mauritius. This 12-month countdown starts when you intend to file, not when you first arrive. You cannot satisfy this requirement by cumulative stays or partial presence.

Mauritius permits dual and multiple citizenship without restriction. Naturalization does not require renunciation of your existing nationality. You retain your original passport alongside Mauritian citizenship. This eliminates the forced choice between origin-state ties and newly acquired status.

No language test exists. Mauritius operates officially in English and French. Applicants must navigate government processes in English, but formal language certification is not part of the citizenship application. No civic integration test or historical knowledge exam is specified in the program structure. The citizenship pathway functions primarily as a residency-duration and presence-verification exercise, not a cultural assimilation process.

The naturalization process itself is discretionary. Meeting the seven-year threshold (or five for Commonwealth citizens) and the 12-month pre-application presence requirement makes you eligible to apply, not automatically entitled to citizenship. Immigration authorities retain final approval discretion. Processing timelines for citizenship applications are not publicly codified.

07 · LEGAL BASISWho oversees the program and what it is based on

The Economic Development Board is responsible for processing applications under this program.
