01 · OVERVIEWWhat makes this program stand out

From USD 375,000 in approved property, Permanent Residency is the Mauritius visa with an initial 10-year permit. The Mauritius Permanent Residency program is a residence by investment pathway structured around real estate acquisition in designated projects. Applicants who invest a minimum of US$375,000 in approved property receive an initial residence permit valid for 10 years. The program qualifies investors for eventual permanent residence and citizenship through clearly defined contribution thresholds and residency accumulation periods.

The initial 10-year permit serves as the foundation of the residency structure. After meeting required contribution benchmarks, permit holders become eligible for a 20-year permanent residence permit. Physical presence requirements are minimal during this phase: standard program participants must remain in Mauritius for 1 day per year to maintain their residence status. The program distinguishes between Commonwealth and non-Commonwealth applicants in its permanent residency timeline. Non-Commonwealth citizens qualify for permanent residence after seven years of continuous residency. Commonwealth citizens reach the same eligibility threshold after five years. Both categories must demonstrate 12 months of continuous residence in the final year before submitting their permanent residence application.

The program includes a fast-track naturalization option for higher-tier investors. Applicants who invest at least US$500,000 become eligible for accelerated citizenship processing in two years. This pathway requires substantially stricter presence conditions: fast-track applicants must remain physically present in Mauritius for two consecutive years without any absence from the country. Standard citizenship processing through the non-accelerated route takes up to 12 months once eligibility criteria are met.

Mauritius permits dual citizenship without restrictions. The passport provides visa-free or visa-on-arrival access to 148 countries. The program operates as a staged architecture: property investment establishes initial residency, time-based accumulation unlocks permanent residence, and sustained presence or elevated investment capital opens the citizenship pathway.

02 · INVESTMENT & COSTSInvestment and costs

What minimum capital commitment is required

The minimum capital commitment is US$375,000 deployed into approved real estate investment categories. This is a one-time investment requirement; capital is not refunded upon residency approval or naturalization.

Eligible investment categories include Integrated Resort Scheme (IRS) projects exceeding 10 hectares, Real Estate Scheme (RES) projects under 10 hectares on freehold land, Property Development Scheme (PDS) focused on social and ecological impact, Smart City Scheme (SCS) eco-communities, Invest Hotel Scheme (IHS) hotel units, and Ground + 2 Apartment Scheme (G+2) condominium developments with at least two floors above ground.

Accelerated naturalization is available for applicants investing US$500,000 or more. This higher investment tier reduces the standard naturalization timeline from 5–7 years to just 2 years, significantly compressing your path to citizenship.

Administrative fees are separate from the capital investment. The Permanent Residence Fee is US$1,735 for the main applicant and US$1,160 per dependent. These fees are paid to the Mauritius Immigration Authority and do not form part of the real estate investment.

Which fees you should expect

Main applicant permanent residence fee: US$1,735. Each dependent: US$1,160.

These fees are assessed upon approval of your permanent residency application and must be paid before status activation.

The permanent residence fee is distinct from your minimum real estate investment requirement of US$375,000. This capital deploys into one of six eligible property schemes: Integrated Resort Scheme, Real Estate Scheme, Property Development Scheme, Smart City Scheme, Invest Hotel Scheme, or Ground + 2 Apartment Scheme.

Applicants investing US$500,000 or more qualify for accelerated naturalization in two years, condensing the standard pathway (five years for Commonwealth citizens, seven years for non-Commonwealth citizens) significantly. The permanent residence fees apply regardless of investment tier.

04 · REQUIREMENTSWhat you need to qualify

The program establishes two distinct qualification pathways based on investment amount and residency commitment. Both routes require capital deployment in approved real estate categories before any application can proceed.

Real estate investment must reach US$375,000 minimum across six approved categories. This threshold applies to both standard and fast-track pathways. Investment must be maintained throughout the permit validity period.

Approved investment categories include:

  • Integrated Resort Scheme (IRS): projects exceeding 10 hectares
  • Real Estate Scheme (RES): projects under 10 hectares on freehold land
  • Property Development Scheme (PDS): projects with social and ecological impact focus
  • Smart City Scheme (SCS): multipurpose eco-communities
  • Invest Hotel Scheme (IHS): new or existing hotel units
  • Ground + 2 Apartment Scheme (G+2): condominium developments with at least two floors above ground

Standard pathway applicants must complete 5 years of continuous residency if they hold Commonwealth citizenship, or 7 years if they do not. The final 12 months before application must be spent in continuous residence in Mauritius. Applicants maintain their investment throughout this period while fulfilling the annual 1-day presence requirement.

Fast-track naturalization applicants must invest at least US$500,000 in the same real estate categories. This elevated threshold triggers a reduced timeline of 2 years to citizenship. Fast-track applicants face a stricter residency condition: they must remain physically present in Mauritius for two consecutive years without any absence from the country.

Both pathways require payment of processing fees. The main applicant pays US$1,735 for the Permanent Residence Fee. Each dependent pays US$1,160. These fees are separate from the investment amount and apply regardless of which route the applicant selects.

05 · BENEFITSWhy this program may be worth considering

The program's primary structural advantage is its staged permanence architecture. The initial permit operates on a 10-year validity term, which converts to a 20-year permanent residence permit after meeting contribution benchmarks. This extended security removes the renewal uncertainty that dominates shorter-term residency programs.

Physical presence obligations remain minimal for standard pathway participants. Permit holders satisfy the annual maintenance requirement with 1 day per year in Mauritius. This threshold enables continuous legal residency status without disrupting business operations or lifestyle commitments elsewhere.

Mauritius permits unrestricted dual citizenship. Applicants retain their original nationality throughout the residence and naturalization process. The passport delivers visa-free or visa-on-arrival access to 148 countries, including substantial coverage across Africa, Asia, and Europe.

The jurisdiction operates in English as an official language. Administrative processes, legal documentation, and commercial transactions function in English without translation requirements. This reduces operational friction for Commonwealth and international business professionals.

Citizenship processing completes within 12 months once eligibility criteria are satisfied. The fast-track route reduces the timeline further: applicants who deploy US$500,000 reach naturalization eligibility in 2 years.

The tax environment supports wealth preservation. Mauritius maintains no capital gains tax, no inheritance tax, and no wealth tax. Personal income tax operates on a flat 15% rate. The jurisdiction has signed double taxation avoidance agreements with 45+ countries.

Climate conditions are subtropical year-round. Average temperatures range between 20°C and 30°C. The dry season runs from May through November. The jurisdiction's geographic position outside major cyclone corridors reduces severe weather risk compared to other island nations in the region.

Security infrastructure ranks above regional averages. The jurisdiction maintains low violent crime rates and stable governance without recent political instability. Property rights receive constitutional protection and are enforced through English common law precedent.

Living costs remain below Western European and North American benchmarks. Real estate, healthcare, and daily expenses operate at substantially lower price levels than OECD jurisdictions while maintaining service quality standards comparable to developed markets.

06 · PATH TO CITIZENSHIPHow the path to citizenship works

1
Application
2
Residence permittemporary, 10 years
3
Permanent residenceafter 5-7 years
4
Naturalization12-month processing

The program provides two distinct pathways to citizenship: a standard timeline based on residency accumulation and a fast-track route tied to elevated investment.

Commonwealth citizens qualify for citizenship after 5 years of continuous residency. Non-Commonwealth citizens reach the same eligibility after 7 years. Both categories must complete 12 months of continuous residence in the final year before submitting their application. This final-year requirement operates independently of the minimal 1-day annual presence threshold that applies during the earlier accumulation period.

The fast-track naturalization pathway reduces the timeline to 2 years for applicants who invest at least US$500,000. This route imposes a substantially stricter presence condition: applicants must remain physically present in Mauritius for two consecutive years without any absence. The continuous presence requirement applies exclusively to fast-track applicants, it does not extend to standard pathway participants.

Once eligibility criteria are satisfied, citizenship processing takes up to 12 months. Applicants must demonstrate good knowledge of English, French, or a local language during the evaluation process. No formal integration tests or civics examinations are specified in the program structure.

Mauritius permits dual citizenship without restrictions. Applicants are not required to renounce their original nationality at any stage. This applies to both Commonwealth and non-Commonwealth participants and extends to fast-track and standard pathways equally.
